ОПИСАНИЕ ДОЛЖНОСТИ: 
Communities Finance Officers Association (CFOA) NGO, on a contractual basis, is seeking an Assistant Grants Manager who will be responsible for the initial preparation/ review, negotiation, due diligence, monitoring and modifications of agreements (i.e. grants and contracts). In addition, the incumbent is charged with closing out prime and sub-agreements. This position is responsible for monitoring financial reports and expenditures of current grants and contracts, and identifying trends associated with over/ under expenditure and making recommendations to resolve these. Under the supervision of the Grants Manager, this position provides grants management and administration services to the portfolio of grants and contracts that are implemented by the CFOA. The Assistant Grants Manager's primary responsibilities will include a portfolio of pre- and post-award activities related to the grant projects managed by the CFOA.
ОБЯЗАННОСТИ: 
Pre-Award Activities:
- Work with the Program team, to receive proposals and ensure that requirements for each proposal are fulfilled as described by the program announcement. This includes scanning of the proposals received under the special project;
- Properly register projects received under the Call;
- Collect appropriate information related with legal documents and proceed with the grant contracts;
- Provide technical assistance to grantees on matters pertaining to their grant awards;
- Transmit grant agreements to grantees for execution and reviewing documents for accuracy upon return from grantees;
- If necessary, make a pre-award site visit;
- Perform other job-related duties assigned by the Grants Manager.
Post-Award Activities:
- Receive financial and narrative reports from the Grantee;
- Check the financial reports ensuring that all the expenditures were made in accordance (in accomplice) with the State Legislation and Donor requirements;
- Work with Grantee to carefully monitor effort spending on awards and ensure compliance;
- Make a site visit to Grantees;
- Assist the Grants Manager in keeping the funding portfolio up-to-date. Regularly monitor objectives, milestones and timeframes, and budgets including over and under-expenditure for each budget line and provide recommendations to resolve any issues that arise;
- Monitor payment schedules and ensure payments are made on a timely basis and maintain sub-ledger for sub-award advances and expenses;
- Work closely with Project Manager and implementing partners, ensure that narrative and financial reports have been submitted on time at the agreement and sub-agreement levels;
- Review and prepare grant payment requests for approval.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 
- Bachelor's degree or higher in Accounting, Business Administration or a related field;
- 1-3 years of experience in grant management and administrative services;
- Experience of working in the field of accounting and budgeting is a plus;
- Experience in managing EU grants/ contracts administration is desired;
- Budget development/ planning, data consolidation, and budget monitoring skills;
- Ability to manage budgets and review financial reports;
- Skills in preparation and review of agreements and contracts, and their administration;
- Basic skills in accounting;
- Flexible, creative and solution-oriented approach;
- Ability to work effectively with others on a team and proven team skills;
- Good interpersonal, organizational and communication skills;
- Fluency in Armenian language; knowledge of English language is a plus.
