ТРЕБОВАНИЯ: 
ART is looking for an independent consultant or a team with the following qualifications to undertake this baseline study:
- Proven M&E Expertise: At least 3 years of experience in conducting baseline studies, evaluations, or similar research in the international development context. Demonstrated ability to design and implement quantitative surveys and qualitative research, and to analyze data rigorously. Familiarity with logframe (results-based) evaluation approaches and establishing baseline indicators is essential.
- Sector Knowledge: Strong understanding of one or more of the project’s thematic areas – livelihoods and economic empowerment, youth civic engagement/participation, and non-formal education/child development. Experience evaluating or working on community development projects focusing on women’s economic empowerment, youth leadership, and/or educational programs for children will be a significant asset.
- Mixed-Methods Skills: Excellent skills in both quantitative and qualitative methods.
- Project Management and Logistics: Capacity to manage the logistics of a multi-region field study.
- Reporting Skills: Ability to produce clear, structured, and well-written reports in
The contracted consultant or team will work under the supervision of ART’s management. The reporting line will be to the ART programme director, with day-to-day coordination by the assigned project officer.

- Curriculum Vitae (CV) of the lead consultant and key team members, highlighting relevant experience and qualifications, 2 references from previous assignments.
- Technical Proposal (maximum 5–7 pages) outlining your understanding of the assignment, proposed methodology (including sampling approach and tools), tentative work plan, and any insights into how you will tackle the three thematic components of the baseline.
- Financial Proposal in AMD, detailing all expected costs, including consultant daily rates, travel and accommodation, enumerator fees (if applicable), and any other expenses.

Background and Rationale
The World Council of Churches Armenia Round Table Foundation (ART), together with local partners, has launched the “Sustainable and Participatory Community Development” project (2025–2028). This three-year initiative aims to improve the living conditions and resilience of vulnerable groups across multiple regions of Armenia through an integrated approach. Project objectives include:
- Livelihoods Improvement: Enhance income-generation and employment for disadvantaged women and men. Target: At least 35% of targeted beneficiaries secure jobs or self-employment (for ≥6 months) by project end, with a focus on women (≥80% of beneficiaries) and conflict-affected families.
- Youth Civic Engagement: Empower youth (ages 15–35) to actively participate in community development and local governance. Targets: Local authorities adopt ≥10 community decisions based on youth input (incl. at least 2 addressing women’s issues), and ≥12 youth-led initiatives receive support or co-funding from local government (with at least 5 led by young women/girls).
- Out-of-School Education: Expand non-formal education opportunities for children and improve positive parenting practices. Targets: Approximately 1,000 children (7–17 years) engage in project-supported after-school programs and 500 parents/caregivers participate in parenting skills training. Indicators include the percentage of children who demonstrate improved personal skills (communication, confidence, etc.) and the percentage of parents reporting increased involvement in their child’s education.
