Background Information on the Activity
One results area of the Programme is the improvement of human resources management
(HRM) in local self-government bodies. In the recent years, the Programme has provided
extensive methodological and technical support to MTAI for establishing a viable HRM
system, that would allow for effective capacity development and continuous learning for
municipal servants. A key element of this system is e-learning. In order to provide convenient learning opportunities for municipal servants, on the one hand, and to ensure the sustainability of Programme interventions in various areas of local governance, on the other hand, since 2019 the Programme has been supporting MTAI in the establishment and operation of a Moodle-based Learning Management System (LMS,
www.elearning.mta.gov.am), offering online access to training materials to municipal
servants.
So far, 8 e-learning courses have been developed on various topics relevant for municipal
service, such as annual planning and budgeting, Municipal Management Information System (MMIS) and accounting, employing a wide range of tools, including screen recording (video tutorial), voiceovers, interactive slides, questionnaires, etc. Nevertheless, a number of areas of municipal operations still lack appropriate learning resources, especially with regards to e-learning.
One of these areas are local economic development (LED), which is a mandatory function of local self-government bodies (LSGs), however training opportunities on the topic are limited.
Over the recent years, GIZ has been continuously engaged in providing classroom training
on LED (economic development planning, project proposal writing) to the staff of newly
enlarged municipalities. The training for the last group of municipalities is planned until the
end of 2023. Despite the continuous efforts and resources spent on individual capacity-
building, achieving the desired outcomes remains a challenge due to a number of factors,
including frequent staff changes in municipalities and the limited effectiveness of face-to-face training. Since January 2023, GIZ has also launched a special initiative on localisation of Sustainable Development Goals (SDGs) in Armenian municipalities, in the framework of
which a series of classroom training were organised and a guide on reflecting SDGs in
municipal Annual Work Plans (AWP).
In order to facilitate learning management on the above-mentioned topics and ensure the
sustainability of conducted capacity-building measures, GIZ has developed e-learning
curriculum both on LED and SDG localisation. In the framework of this activity, the
Programme intends to develop e-learning materials for the two courses based on the existing curriculum (annexed to the ToR in the below links).
Objective
Against this background, the overall objective of the assignment is building interactive and
engaging learning experience for municipal staff on the topics of LED and SDG localisation
through development of online learning materials. The intended impact through these efforts is the enhancement of the overall HRM system and anchoring e-learning as reliable and effective training means.
Tasks and Deliverables
The following tasks are expected to be fulfilled in the context of this assignment:
Task 1: Analysis of situation, definition of learning methods and authoring tools
The Contractor analyses the current situation in close coordination with GIZ, MTAI and
municipal practitioners, proposed by GIZ, in order to get familiar with the essence of the
topics, learning needs and most suitable methods for e-learning. The necessary materials
(guidelines, standards, style guides, etc.) will be provided by GIZ. Based on the initial
scrutiny, the Contractor recommends the authoring tools to be used for developing e-learning modules. The proposed methods and tools are subject to approval by GIZ.
Task 2: Definition of learning nuggets and development of e-learning materials
The Contractor shall use the course curriculum, developed with GIZ support, as a basis for
defining the learning nuggets, including learning time for each. In order to ensure the
effectiveness and interactivity of the courses, each of the learning nuggets must not exceed 10 minutes. Upon approval of the e-course structure, the Contractor develops the e-learning materials using the tools recommended and approved under Task 1. The Contractor takes responsibility for obtaining a software license (if applicable) to develop the materials. GIZ does not assume the related costs.
Task 3: Integration of e-learning materials into LMS and technical backstopping
assistance
Upon approval of the e-learning materials, the Contractor uploads the courses to the LMS,
including all necessary configurations. The Contractor should also stand for technical
backstopping if requested by MTAI or GIZ. This includes but is not limited to tackling
technical errors identified by users both in the e-course materials and in the LMS itself,
eliminating potential vulnerabilities and improving the design and structure of the LMS.
Any further task arising during the implementation of the assignment needs prior agreement between the Contractor and GIZ.
The Contractor shall provide the following deliverables:
- Summary note on the analysis of situation and recommendations on learning
methods and authoring tools (Task 1);
- Learning nuggets (in PPT format) and e-learning materials (Task 2);
- E-learning materials integrated into the LMS and summary on the provided
technical backstopping assistance (Task 3).
ТРЕБОВАНИЯ: 
Professional Requirements
Suggested experts for the assignment shall, collectively, have the following profile:
- 4 years of experience in e-learning curriculum development and production of e-
learning materials, including use of voiceover technique;
- 3 years of experience and technical expertise with Moodle-based Learning
Management Systems.

Submission of Technical and Financial Proposal
The Contractor is required to provide a Technical and Financial Proposal. The Technical
Proposal shall outline in detail how the contractor is planning on providing the services
requested through the ToR. The proposal must at least contain the following elements:
- Presentation of a strategy on how to implement the assignment,
- Description of methodology,
- Presentation of work plan,
- Presentation of the suggested expert(s), including allocation of working days,
description envisaged of role and tasks for the assignment, and CV.
The Financial Proposal, which must be submitted separately, needs to contain the following information:
- Expert fee(s), per working day and in total,
- Any other expenses essential for implementing the assignment, e.g., costs for
materials. Evidence of these expenses must be submitted.

Information on the Programme
The “Good Governance for Local Development South Caucasus” (GGLD) Programme
advises and supports respective partner organisations at national, regional (sub-national)
and local levels in Armenia in the implementation of cooperation initiatives towards improved local governance. It supports the improvement of frame conditions, addresses regional (sub-national) governance issues and works towards the improvement of municipal services and citizens’ participation at municipal level. In the context of the German international cooperation approach, the Programme’s objectives are oriented within the framework of the Caucasus Initiative; thus, the improved professional exchange among the countries of the South Caucasus and their increasing cooperation are also objectives at the regional South Caucasus level.
The Programme is implemented on behalf of the German Federal Ministry for Economic
Cooperation and Development (BMZ) and in Armenia co-financed by the Swiss Agency for
Development and Cooperation (SDC). It is carried out in close cooperation with the Ministry of Territorial Administration and Infrastructure (MTAI) as the main political partner.
