ОПИСАНИЕ ДОЛЖНОСТИ: 
Chemonics International seeks a Grants Manager for the five-year USAID Armenia Strategic Communications Activity. The Activity will support the Government of Armenia to build effective streamlined, data-driven, and citizen-centered strategic communication systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and 3) foster citizen-centered strategic communications and public outreach.
The Grants Manager will work as part of the Operations and Finance team and will manage the Activity Strategic Implementation Fund, which includes grants and subcontracts. They will be responsible for ensuring compliant and effective grants management throughout the entire grant lifecycle, including contributing to the grant design, competition, pre-award risk assessment, award monitoring, and grant closeout and support implementation. They will work closely with the Activity leadership and technical staff to ensure interventions are impactful and contribute to the achievement of the Activity objectives as presented in its contract and annual work plans.
ОБЯЗАННОСТИ: 
- Oversee management of the Strategic Implementation Fund, including grants and subcontracts;
- Work in coordination with other team members including Chief of Party (COP), Deputy Chief of Party (DCOP), Operations and Finance Director, and Objective Leads to ensure compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants and subcontracts, including solicitations design and release, technical evaluations, monitoring and evaluation, and financial reporting.
- Support program staff with the evaluation of grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies;
- Liaise between program staff and grant recipients, providing technical advice and assistance as needed in areas of financial management, procurement requirements, and implementation planning;
- Ensure proper negotiation of final terms and conditions for grants, and review and analyze budget estimates for allocability, reasonableness, and consistency;
- Oversee procurements, including writing of appropriate specifications, evaluation of offers, monitoring of subcontracts, and related post-solicitation activities;
-Perform detailed reviews and audits of all grant receipts and subcontractor invoice documentation and ensure that expenses are incurred according to the terms of the signed grant/ subcontract;
- Monitor grant disbursements and payment schedules, liaising closely with technical staff to make grant payments in a timely and compliant manner;
- Responsible for overseeing the close-out of grants and subcontracts within required time-frames;
- Oversee the organization, tracking, and filing system of all grant and subcontract documents, making sure that appropriate documentation is included in each file;
- Work with program leadership to answer any questions or provide USAID with any requested information about the grant making and procurement process;
- Liaise with grantees during grant implementation. This may include ensuring compliance and timeliness of grant implementation, conducting site visits, gathering data for Activity monitoring and evaluation processes, and providing guidance to grantees as needed;
- Provide training to program staff in best practices in grants and subcontract management as needed;
- Supervise Grants and Procurement Officer;
- Perform other tasks as directed by the COP.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 
- Academic degree in business administration, economics or other relevant field;
- At least three years of experience working with grants for donor-funded projects; experience working with subcontracts preferred;
- USAID experience strongly preferred;
- Excellent administrative, organizational, and multi-tasking skills;
- Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively;
- Excellent communication, writing, and interpersonal skills;
- Proficiency in written and oral English, with strong written and oral communication skills.
