ОПИСАНИЕ ДОЛЖНОСТИ: 
The purpose of the assignment is to contribute to the improvement of statistical data production and strengthening data analysis capacities in the beneficiary institutions. The expert will report to KE3 and work in close collaboration with an international expert recruited for working on the same activities.
The main tasks and activities of the Expert assignment are to support INKE in assessing existing statistical system and capacities of the beneficiary institutions in producing and analyzing statistical data, assist in developing an improvement plan, including capacity development plan, drafting strategy and action plan for bridging the gap and establishing an up-to-date sector statistical system according to COE standards, proposing new formats for data collection and statistics production, conducting trainings to improve statistical capacities in beneficiary institutions. Further the Expert will provide hands on support to the beneficiary institutions in applying the new systems and formats.
The work will be done in 4 phases over the next 12 months (planned from January 2022 to December 2022).
Deliverables:
The deliverables for phase 1 (tentatively planned from January 2022 to February 2022) will comprise:
- Needs assessment on existing judicial statistical system;
- Needs assessment on capacities of the beneficiary institutions in producing and using statistical data;
- Strategy and action plan for improvement of statistical data production system in the justice sector;
- Developed capacity development improvement plan;
- General training on CoE standards for justice statistics.
The deliverables for phase 2 (tentatively planned from March 2022 to April) comprise:
- Proposal for improved statistics publications system for the sector as a whole;
- Proposal for improved statistics system for Prisons and probations;
- Proposal for improved statistics system for Bailiffs (incl. private bailiffs);
- Statistics tables for the supported institutions in the new formats;
- Delivered specific trainings targeted at relevant staff and managers from the above institutions.
The outputs for phase 3 (tentatively planned from May 2022 to June 2022) comprise:
- Proposal for improved statistics publications system for the SJC and the court system;
- Statistics tables for the supported institutions in the new formats;
- Delivered specific trainings targeted at relevant staff and managers from the above institutions.
The outputs for phase 4 (tentatively planned from September 2022 to October 2022) comprise:
- Proposal for improved statistics publications system for the GPO and the prosecution offices;
- Statistics tables for the supported institutions in the new formats;
- Delivered specific trainings targeted at relevant staff and managers from the above institutions.
ОБЯЗАННОСТИ: 
The broad scope of activities are:
- Assist International Expert in conducting needs assessment on existing system and capacities of the beneficiary institutions in producing and analyzing statistical data;
- Support International Expert in developing the strategy and action plan for bridging the gap and establishing an up-to-date statistical sector system;
- Support Ministry of Justice and relevant subordinate institutions in developing their statistical systems and capacities through capacity development activities defined in the strategy and plan;
- Support SJC and the court system (incl. ACC) in improving their statistical systems and capacities through capacity development activities defined in the strategy and plan;
- Support GPO and the prosecution offices in improving their statistical systems and capacities through capacity development activities defined in the strategy and plan;
- Conduct follow-up on the implementation of development plans and provide hands-on support for beneficiary institutions in integrating proposed solutions into their working activities.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 
National Justice/ Judicial Statistical Expert:
- Advanced university degree (master’s or higher) in a relevant field, e.g., Statistics, Economics, Public Administration, or other similar education;
- Proficiency in English and Armenian languages, both written and oral;
- Excellent communication and reporting skills.
General Experience:
- At least 10 years of working experience;
- At least 7 years of working experience in Statistics;
- Experience with delivering trainings as part of a capacity development programme.
Specific Professional Experience:
- At least 3 years of experience of developing and implementing statistical systems within the public sector;
- Previous experience working with the justice sector institutions in Armenia would be a strong asset;
- Good knowledge of the context, as well as previous work on justice/ judicial statistical reform processes, would be a strong asset.

О ПРОГРАММЕ: 
Project: Technical Assistance for Budget Support Programme “Support to Justice Sector Reforms in Armenia”.
Purpose of the Project: Strengthen the capacities of MoJ, SJC, ACC, SADPG (beneficiary institutions) or other key justice/ anti-corruption institutions in planning, strategic thinking, management, PFM, monitoring, evaluation and communication.
Objective of the Project: Strengthen the capacities of the Government to implement the Judicial and Legal Reform Strategy 2019-2023 and Anti-Corruption Strategy 2019-2022.
Background: The Government of Armenia (GoA) has supported a process of gradual reforms to address the challenges related to judicial independence, effective service-delivery, corruption and accountability.
The current government has set out a comprehensive reform agenda, based on 5 key policy documents, amongst which the two keys for this project are the 2019-2023 Strategy of Judicial and Legal Reforms and its Action Plans and the 2019-2022 Strategy and Action Plan on Anti-Corruption Reforms. These reform strategies aim to establish a truly independent and effective judiciary, free of corruption and patronage and with adequate judicial response to corruption crimes. Although still much work remains to be done in the coming years, there is solid progress and the government’s efforts have received strong backing from international development partners. There is however also institutional and external actors’ resistance to the current reform. The recent public polls prove though that the GoA still receives major support from the population to implement the reforms.
The use of statistics and statistical analysis is critical for Government to be effective in implementing justice and anti-corruption programs and assess the social impact of public expenditures and policies. Statistical analysis is required to transform all relevant data into useful information for effective decision-making as well as policy development. The process of production of justice sector statistics in Armenia is mostly unregulated and, in many cases, does not conform to Council of Europe (CoE) standards. In addition, justice sector actors lack relevant capacities to produce and analyse statistical data and use them as a cornerstone for decision making and policy development. The beneficiary institutions have therefore requested to support them in improving statistical capacities (systems and staff capacities) across the sector.
The present Technical Assistance (TA) project “Technical Assistance for Budget Support Programme “Support to Justice Sector Reforms in Armenia” is part of the current EU budget support programme to justice sector reforms in Armenia. The TA offered through the project will be geared towards strengthening the capacities of the government and particularly the Ministry of Justice (MoJ), Supreme Judicial Council (SJC), Anti-Corruption Court (ACC), Specialised Anti-Corruption Department at Prosecutor General's Office (SADPG) or other key justice/ anti-corruption institutions in the areas of forward planning, strategic thinking, management, PFM, monitoring and evaluation and strategic communication. One International statistical consultant (INKE) and a national statistical consultant will work on this task.
