ОПИСАНИЕ ДОЛЖНОСТИ: 
The Justice Officer will be responsible for the day-to-day coordination of the activities, delivery of outputs of the project and other related activities. He/ she will work under direct supervision of the Programme Manager, and in close cooperation with the partner institutions. He/ she will maintain regular contact with the Ministry of Justice, Supreme Judicial Council, Corruption Prevention Commission and other national partners for an inclusive management approach.
ОБЯЗАННОСТИ: 
- Support the Programme Manager in ensuring that progress is made in achieving goals and objectives of the Project;
- Ensure timely implementation of the Project activities in regular coordination with the Ministry of Justice;
- Ensure the timely administration of the Project, including its reporting, budgeting stemming from annual work-plan;
- Provide substantive technical inputs to the annual workplan and budget; work towards its timely implementation with Project partners and beneficiaries; monitor budget implementation and make budget re-alignments/ revisions as necessary;
- Work towards safeguarding, monitoring and facilitating quality assurance of all Project activities as spelled out in the Project document;
- Monitor progress of implementation of activities and finances using the results-based management tools;
- Ensure effective information flow and exchange within the team;
- Contribute to the selection of international and national consultants/ companies and preparation of procurements and contracting packages in line with the work plans and UNDP rules and guidelines;
- Work closely and coordinate the work of the national and international experts of the Project;
- Organize and attend field missions as necessary and draft reports on monitoring site visits;
- Draft and coordinate the call/ request for proposals, including the organization of technical review committees, and capacity assessment of partners; identify capacity development needs of stakeholders;
- Keep updated a mapping of main stakeholders/ partners in the field in the Project target sectors;
- Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
- Support the Programme Manager to coordinate the development/ expansion of knowledge management strategies, methodologies, and products on rule of law and justice area of work;
- Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the Project and contribute to their dissemination;
- Support the Programme Manager to provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;
- Draft the long-term support package for the justice and rule of law sectors;
- Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;
- Ensure proper maintenance of the documentation and filing system;
- Manage the Project contracts outsourced to third parties to ensure timely and due quality of delivery of products and services;
- Perform financial certification function and provide oversight over the Project transactions;
- Confirm receipt of goods and services procured, authorize payments from the Project funds, monitor financial status of the Project;
- Provide support in identification and procurement of services and equipment;
- Acts as Project asset custodian․
Provide analysis and strategic advice:
- Support transfer of technical assistance and substantive advice to the working groups and beneficiary institutions in relevant sectors;
- Promote networking and experience sharing between the Project stakeholders and target groups;
- Contribute to capacity development and awareness raising of the beneficiaries during interviews, workshops, training events, and conferences;
- Advise the beneficiaries throughout the Project implementation period;
- Liaise and establish proper professional relationship with the authorities on national, regional and local level.
Ensure Project visibility through preparation and implementation of a communication strategy:
- Support the Programme Manager to foster due coordination and linkages of the parallel UNDP projects on rule of law, human rights , police and constitutional reform in Armenia;
- Ensure timely communication and coordination with Project partners and donors for implementation of the planned interventions;
- Ensure due information and communication flows for all stakeholders, promote networking and experience sharing between Project stakeholders and target groups;
- In absence of the Programme Manager represent the Project on behalf of UNDP in collaboration with authorities, and other international and local organizations;
- Support the DG team in other daily duties and responsibilities as required.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 
- Master's degree in Public Administration, Law, Social, Political Sciences, International Relations or other related field. A first level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the Master's degree;
- 2 years (with Master's degree) of professional experience in working with Government and state institutions. Or, 4 years (with Bachelor's degree) of professional experience in working with Government and state institutions;
- Fluency in English and Armenian languages; good knowledge of Russian language is an asset.

О ПРОГРАММЕ: 
In response to Government’s request for support to rule of law and justice reforms, in July 2019 UNDP Armenia Country Office with the support of HQ Rule of Law and Global Anti-Corruption Teams initiated a scoping mission to Armenia. The mission identified areas for UNDP’s support to the Government in justice and rule of law fields, complementary to, and coordinated with, the work of other international partners. Based on the findings and recommendations of the scoping mission “Support to Armenia’s Justice and Rule of Law Reforms” Project (hereinafter- Project) has been launched in February 2020. The Project was catalytic in nature, aiming to create a ground for UNDP to mobilize donor funding and support the Government in implementation of its long-term agenda with short and medium term actions in three main areas: a) Integrity, independence and efficiency of the judiciary, b) Access to justice and improved service orientation of the judiciary, c) Effective and sustainable anti-corruption ’ecosystem’ in the country.
The Project supported the Government in improving the integrity, efficiency and independence of the judiciary and fostering the capacities of the newly established anti-corruption institutions. The Project also helped to identify new solutions for efficient access to justice mechanisms for the most vulnerable, in compliance with the UN human rights standards.
The Project delivered immediate support and created basis for next stage assistance, aligned with the Legal and Judicial Strategy and 2019-2023 Action Plan, Anti-Corruption Strategy and 2019-2022 Action Plan as well as recommendations of UNDP Scoping mission report. The implementation of the Project focused on the following results:
- Integrity, independence and efficiency of the judiciary supported through national policies and new mechanisms in place;
- Access to justice improved through increased service orientation of the judiciary;
- Anti-corruption “ecosystem” in the country improved and strengthened;
Based on the results achieved, in September 2021, additional financial and technical resources have been mobilized through UNDP Funding Window. As continuation of the Project, UNDP plans to further support institutional strengthening and accelerating the rule of law, justice, security and human rights sector reforms in line with international principles and standards.
