ТИП ПОЛНОМОЧИЙ: 

Result-based task/lump sum for completing a task within two months, the level of effort is equivalent to 20 days.

ОПИСАНИЕ ДОЛЖНОСТИ: 

The IFES national legal consultant on criminal (criminal procedure) law will be responsible for drafting a methodological guidance for the investigation of declaration-related offences. The assignment will be conducted in close collaboration with the CPC, the ACC and IFES to ensure that the developed methodology is legally sound, practically applicable, and aligned with institutional needs.

ОБЯЗАННОСТИ: 

The National legal consultant on criminal (criminal procedure) law will perform the following duties and responsibilities:
- Conduct regular and substantive consultations with the CPC and ACC, and, where necessary, engage with other relevant stakeholder institutions;
- Review existing methodologies, related documents, and legal acts of the CPC and ACC, their practical applications, as well as relevant national and international methodological materials and best practices in investigation of declaration-related offences;
- Draft a comprehensive methodology for the investigation of declaration-related offences, ensuring consistency with corruption prevention, criminal, and criminal procedure legislations;
- Revise the draft methodological guidance y based on feedback and comments received from the CPC, ACC, and IFES;
- Prepare the final methodological guidance in Armenian, accompanied by a concise summary in English;
- Provide regular progress reports to IFES, the CPC, and the ACC throughout the course of the assignment.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- At least a bachelor's degree from an accredited college or university in law, master's degree in law preferable;
- A minimum of 10 years of professional experience in criminal law;
- At least 7 years of experience in conducting or overseeing criminal investigations;
- Demonstrated experience in developing legal acts and engaging in legal drafting;
- Solid understanding of Anti-Corruption and electoral frameworks, institutional mandates, and inter-agency cooperation mechanisms in Armenia;
- Familiarity with international standards and best practices related to corruption prevention and criminal investigations;
- Excellent analytical and legal drafting skills;
- Strong interpersonal and communication abilities, with the capacity to work effectively with governmental and international stakeholders;
- Proficiency in Microsoft 365 products, apps and services.

LANGUAGE SKILLS: Excellent written and spoken skills in Armenian and English is required, other language including Russian would be an asset.
