ОПИСАНИЕ ДОЛЖНОСТИ: 
Médecins Sans Frontières-Switzerland (MSF) is looking for a Personnel Administration and Development Manager to: ensure MSF is a Responsible employer in the mission; support proper management of Human Resources (HR); be responsible for ensuring the HR capacity required, sizing and improving people capabilities; contribute and actively participate in order to achieve mission goals effectively and assume full responsibility of all Administrative and legal issues in the Mission.
ОБЯЗАННОСТИ: 
- Know labour legislation in force in mission country; keep her/ himself informed of any amendment made in labour legislation by regularly checking legislation sources and/ or regularly meeting with lawyer, other local authorities at this level;
- Know all MSF policies, procedures, tools, standards and principles regarding all staff's (local, international, regional, etc.) working conditions, benefits and remuneration, job profiles and function grids, health coverage, etc., adapt them to the Mission reality and ensure an equitable, efficient, transparent, fair and accountable implementation by all relevant staff throughout the Mission;
- Responsible for the proper implementation and follow up of Internal Regulations and terms of employment contracts of all locally hired staff, ensuring that all staff is employed in the frame of fair labour conditions, and according to local legislation, MSF HR vision, values and principles;
- Responsible to ensure that all functions and job profiles at Mission level meet with the Mission’s function grid approved by HQ and are aligned with MSF Standard Job Profiles and Function Grid, and that any new function or amendment to an existing one (including significant changes in responsibilities and/or mixing existing functions) are requested in advance to HRCo. Identify deviations and share them with HRCo in order to draw an action plan in case corrections are needed/ convenient;
- In close coordination with the Financial Coordinator, ensure fulfilment of national legislation regarding employees’ taxes and social security at Mission level, check that monthly declaration forms for taxes and employee/ employer social security contributions are correct and send them to the Financial Department;
- Inform HRCo in case a legal risk is detected within her/ his area of responsibilities and suggest actions to take in order to prevent it. Follow up employees’ claims and keep HRCo informed at any time;
- Ensure that MSF, as an employer, as well as all MSF employees comply with safety and risk prevention measures as stated by local legislation and/ or MSF standard policies and procedures;
- Ensure an efficient filing system (physical and electronic files) of all administrative files at Mission level, granting strict confidentiality of employees’ personal files and other administrative private documents upon request of HRCo, and ensuring preparedness in case of evacuation;
- Upon request of the HRCo, maintain regular contact with ministries, national administrations, other MSF sections and other NGOs to improve/ keep up to date with administrative practices;
- Know HR Database (Homère) in depth and ensure a proper parameterization, use of the system and quality of data throughout the Mission, being her/ himself the Missions’ technical reference in absence of a person specifically in charge of the system;
- Provide expertise to all people involved in recruitment process on how to lead it properly with the aim of recruiting professionals and people with potentials to be developed;
- Ensure alignment with existing policies and provide expert support to coordinators, activity managers and supervisors in recruiting and developing people under their supervision: first screening of CVs, interview methods, content, detection of potentials, best practices, alignment of development with operational objectives, etc.;
- Know induction policies, procedures and tools, adapt them to the Mission’s context and ensure its proper implementation for all newly recruited/ arrived staff and for previously hired staff in the Mission who had no access to them when being recruited;
- Ensure (together with the coordinator/ supervisors/ activity manager) that pre-established specific preparation or specific briefings for newly recruited/ arrived staff on the basis of the profile sheet received or development plan are properly done in due time;
- Ensure that all newly recruited/ arrived staff receive a briefing agenda upon recruitment/ arrival and that they are properly briefed by her/ his hierarchical and functional supervisor (if applicable) and receive all the due information according to the established procedures standard briefing content;
- Follow up the quality and impact of whole briefing and induction processes, collect data and suggest improvements to HRCo if advisable;
- Suggest career paths and support plans for specific persons to HRCo and line managers, ensuring a proper liaison with the Operational needs and objectives set, the training possibilities (local, international, intersectional, regional, etc.) and the potentials identified;
- Together with HRCo and Training Unit in HQ, contribute to create and implement a mission training policy adapted to the Mission in order to respond to the needs identified among the staff, prioritizing those needed to ensure the Operational objectives set;
- In close collaboration with HRCo and Training Unit in HQ, ensure proper implementation of the Training Policy, procedures and tools in the Mission and support and develop training for coordinators/ supervisors/ activity managers;
- Look for synergy/ exchanges with other MSF sections and other NGOs in terms of trainings, coaching and other development tools;
- Share with HRCo all information/ suggestions/ activities which may have an impact in planning, budget or HR strategies (i.e. suggested career path, requested trainings, development events, mobility, etc.), and do not implement them without previous authorization of HRCo;
- Collaborate with HRCo in building/ updating the annual plan and budget, with regard to her/ his area of work and responsibilities.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 
- Education: Degree in HRM, administration related studies, Business Administration is desirable;
- Experience: At least 2 years of working experience in administration field and HR; previous experience in MSF or other NGO in developing countries is desirable;
- Languages: Knowledge of Armenian language (mother tongue); excellent command of English language; knowledge of Russian and/ or French language is an asset;
- Knowledge: Computer literacy (MS Word, Excel, Internet).
Competencies:
- Excellent writing, editing, and proofreading skills in Armenian and English languages;
- Proven ability to effectively manage relationships with internal and external stakeholder;
- Ability to handle a large volume of work and different projects at the same time;
- Outstanding proven time management and organizational skills, including the ability to prioritize ongoing vs. immediate need appropriately;
- Proven ability to work as part of a team and provide strategic vision and leadership;
- Willingness to travel within and outside of Armenia;
- Ability to integrate into a multicultural team;

- Adherence to MSF Behavioural Commitments.
