ОПИСАНИЕ ДОЛЖНОСТИ: 
Eurasia Partnership Foundation is looking for a Project Evaluation Expert within the framework of the Project "Partnership for Justice Reform". The Project has been launched on September 2019 and shall last for 30 months. The project evaluation is being conducted to identify potential project implementation issues, assess progress towards the achievement of objectives, relevance and performance of the Project as compared to the project document, identify and document lessons learned (including lessons that might improve design and implementation of the ongoing and other EPF projects as well), and to make recommendations regarding specific actions that might be taken for future projects. The project evaluation is expected to serve as a means of validating or filling the gaps in the initial assessment of relevance, effectiveness and efficiency obtained from monitoring. The project evaluation provides the opportunity to assess the Project's success or failure and prompt necessary adjustments. Main objectives of the project evaluation are:
- Assess the level of achievement of projects' outputs and outcomes as stipulated in the Project Document and Monitoring and Evaluation Plan;
- Assess the Project in terms of its coordination and management efficiency;
- Identify to what extent the Project has so far contributed to the implementation of the ongoing reform of justice reform;
- Assess the relevance of the Project's activities (including those of sub-grantees/ sub-contractors) within justice reform context;
- Analyze the effectiveness of the existing partnerships established/ maintained with the Government, civil society, donors and other key stakeholders;
- Assess the extent to which the implementing team was able to identify risks and opportunities and accordingly respond to them throughout the Project;
- Assess lessons learned, good practices and possible follow-ups for consideration of the implementer and the donor.
The evaluation should include a combination of different information collection methods, including: a) desk research, analysing the Project's reports, publications, media coverage, online references, etc.; b) in-depth interviews with the facilitators of the Project, consortium members, sub-grant/ sub-contract recipients, donors, beneficiaries and stakeholders of the Project. Possibly, and based on the need, other research tools can be used, such as focus groups.
The following evaluation products are expected to be produced:
a) Methodology of Evaluation should clearly articulate the evaluators' understanding of what is being evaluated and why. It should also show how each evaluation question will be answered by way of: proposed methods, proposed sources of data and data collection procedures. The methodology should include a proposed schedule of tasks, activities and deliverables;
b) A Mid-term Report (by Nov 2020) which is expected to serve as a means of validating or filling the gaps in the initial assessment of relevance, effectiveness and efficiency obtained from monitoring. The project evaluation provides the opportunity to assess the Project's success or failure and prompt necessary adjustments;
c) Draft evaluation report that should meet quality standards and provide practical, feasible and time-bound recommendations supported by robust evidentiary basis and linked to the findings and conclusions around key questions addressed by the evaluation;
d) Final evaluation report including annexes as appropriate (by April 2022).
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 
- Advanced university degree, with diploma in Management, Economics, Engineering, or any other related field;
- At least 5 years of prior relevant experience in monitoring and evaluation of human rights, or relevant program design and implementation experience, or relevant projects;
- Ability to work with minimal supervision and strong problem solving skills;
- Good analytical and writing skills,
- Ability to work as a member of a team with good inter-personal communication skills;
- Familiarity with human rights, RA governance system as well as with Armenia’s current reform agenda;
- Strong knowledge of Microsoft Office;
- Strong planning and organization skills;
- Strong communication skills, both oral and written;
- Fluency in written and spoken English language.

О ПРОГРАММЕ: 
Armenian justice system, after being criticized by the civil society and international community for several decades, is currently undergoing a swift reform, based on the democratic values declared by the Velvet Revolution of April 2018. “Partnership for Justice Reform” project has been implemented since September 2019 aimed at contribution to the judicial reform through strengthening capacities of civil society and mass media to oversee the course of the reforms in order to improve the efficiency of courts and establish cooperation platforms.
The Project is conducted by a Consortium comprised of well-known and experienced Armenian non-profits - Eurasia Partnership Foundation (EPF), Human Rights Power (HRP) and Helsinki Association for Human Rights (HAHR). The Goal of the Project is to contribute to the judicial reform through strengthening capacities of civil society, National Assembly and law enforcement in order to improve the efficiency of courts, ensure public oversight and establish cooperation platforms. The Objectives are: (1) To strengthen the alternative dispute resolution, institutes of probation and guardianship; (2) To increase the capacities of CSOs and media to oversee the course of the reforms; (3) To boost cooperation and proper communication between state institutions and civil society. The Project will cover entire Armenia, work with policy level and the government as well as grassroots, and address the judicial reform via engaging in it all layers of the society, as well as international expertise.
