Background
HEKS/EPER Armenia is implementing an Evidence-Based Assessment of Early Warning Systems and Community Resilience to Strengthen National Disaster Risk Management in Armenia aimed at strengthening community resilience, preparedness, and response to natural and human-induced hazards. As part of the project’s participatory assessment, the voices of community members, leaders, NGOs, and other stakeholders are planned to be collected through focus group discussions (FGDs) and in-depth interviews (IDIs) in six target regions of the project (Syunik, Vayots Dzor, Tavush, Ararat, Gegharkunik and Lori).

To ensure a robust, inclusive, and high-quality qualitative data collection and analysis process, we are seeking to engage a Qualitative Research Expert (individual or team).
Objective of the Assignment
The main objective of this assignment is to design, facilitate, and analyze FGDs and IDIs with diverse community actors to provide actionable insights into community risk perceptions, coping strategies, and priority needs for disaster risk management (DRM).

Scope of Work/Key Responsibilities

Desk Review & Preparation
- Review relevant project documents, DRM policies, and community profiles.
- Finalize and adapt FGD and IDI guides (in consultation with project team).

Data Collection
- Conduct twelve (12) FGDs with community members (with special attention to women, youth, displaced families, and other vulnerable groups).
- Conduct fifteen (15) IDIs with key informants (community leaders, NGO representatives, religious leaders, and local authorities).
- Ensure inclusivity, ethical sensitivity, and respectful facilitation during all sessions.

Analysis & Reporting
- Transcribe/translate qualitative data where needed.
- Conduct thematic analysis, identifying key patterns, gaps, and recommendations.
- Prepare a comprehensive analytical report summarizing insights, supported by direct quotes and thematic evidence.
- Present key findings to the project team in a validation/dissemination meeting.

Deliverables
- Inception note/work plan including finalized tools (FGD & IDI guides).
- Raw data (audio recordings, transcripts, field notes).
- Draft analytical report of findings (in English).
- Final report and presentation of key findings.

Duration & Timeline
The assignment is expected to take place over four weeks between September 10-October 10, 2025.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Advanced degree in Social Sciences, Anthropology, Development Studies, or related field.
- Minimum 5 years of professional experience in qualitative research, participatory assessments, or community studies.
- Proven track record of conducting FDGs and IDIs.
- Strong skills in qualitative data analysis and report writing.
- Knowledge of disaster risk management, resilience, or humanitarian response preferred.
- Excellent communication and facilitation skills.
- Fluency in Armenian and English (spoken and written); knowledge of local dialects an asset.

Management & Reporting
- The consultant will report to the Project Coordinator.
- The consultant will be responsible for ensuring ethical data collection and confidentiality of participants.

Payment Terms
- Payment will be made in [two/three] installments (TBD):
- Upon submission and approval of inception note (20%).
- Upon completion of field data collection (40%).
- Upon submission and acceptance of final report (40%).

Application procedure
Interested candidates are invited to submit an Expression of Interest, including the following documents in English:
- Cover letter briefly outlining relevant experience and motivation for undertaking the assignment.
- Technical proposal (max. 3–4 pages).
- Financial proposal in AMD, inclusive of all taxes and costs.
- CV(s) of the applicant(s), highlighting relevant qualifications and professional experience, including names and contact details of two references.
- Examples of previous similar work (at least one report or publication).
