ОПИСАНИЕ ДОЛЖНОСТИ: 
The UNHCR Armenia is fundamentally driven to deliver protection and solutions to variety of persons of UNHCR’s concern in partnership and close collaboration with national authorities and NGOs and communities. Multi-faceted protection and assistance is often provided within short timeframes and at times little resources in demanding operational environment. Therefore, UNHCR seeks to recruit persons devoted to its mandate, who have commitment to humanitarian principles and functionally relevant work experience with different stakeholders. The candidates should have flexibility/ adaptability i.e. analysing, adapting to, and working effectively in a variety of situations, often under demanding conditions, and coping with the unforeseen or unexpected. Team spirit and result-orientated performance is also required. The candidates should have strong communication skills (written and spoken) in Armenian and English languages. A high level of mobility and adaptability is required of the candidates as they may be requested to take up field missions primarily within the country at short notice.
UNHCR implements several projects in Goris that are aimed at capacity building of state institutions, supporting the local community initiatives and also aiming at peaceful co-existence of host communities with people in refugee-like situation from Nagorno-Karabakh. The Senior Protection Assistant may be required to travel to various locations in Syunik and nearby provinces in order to perform the official duties linked to the above-mentioned projects and daily operational activities. The incumbent will work closely with Protection Unit, Programme Unit, Multi-Functional Team, and work with external partners, under functional supervision and guidance of the Senior Protection Officer.
The overarching focus of UNHCR Armenia is the UNHCR global mandate to provide protection to displaced populations and to assist the Government in finding durable solutions for them. UNHCR works to ensure that the rights of asylum-seekers, refugees, persons in refugee-like situation, and stateless persons are respected and protected and that they can access their rights in safety and with dignity.
As an integral part of UNHCR, Armenia Protection Unit, the incumbent is expected to implement the following activities:
- Actively participate in monitoring of activities implemented by all UNHCR Partners, i.e. community-based protection, protection monitoring, individual assistance to the most vulnerable individuals in a refugee-like situation;
- Refer and follow up on individual requests from the people in the refugee-like situation;
- Keep close contact with relevant state and non-governmental bodies in order to facilitate provision of relevant assistance to people in a refugee-like situation with the aim of searching for durable solutions;
- Facilitate interconnection between all UNHCR Partner Agencies operational in the area of responsibility;
- Jointly with Partner Agencies, regular monitoring of Meghri BCP, if relevant, the places of detention with the aim of monitoring the process of accepting asylum applications;
- Review and document return procedure, if applicable;
- Provide legal information to asylum-seekers in order to ensure proper access to the Armenian asylum procedure or to prevent refoulement;
- Jointly with Partner Agencies, organize transportation of vulnerable asylum-seekers, if necessary;
- Raise awareness among Border guards, Armenian Police and other entry officials on asylum related issues;
- Perform other duties as required.
The Senior Protection Assistant normally reports to the Field Associate on daily issues however functionally reports to the Senior Protection Officer based in Yerevan. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. He/ she contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor.
The Senior Protection Assistant also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. ОБЯЗАННОСТИ: 
- Consistently apply International and National Law and applicable UN/ UNHCR and IASC policy, standards and codes of conduc;
- Provide counselling on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation;
- Support activities in protection related AGD based programming with implementing and operational partners;
- Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions and social needs assessment;
- Contribute to measures to identify, prevent and reduce statelessness;
- Contribute to a country-level child protection plan as part of the protection strategy;
- Contribute to a country-level education plan for PoC as part of the protection strategy;
- Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities;
- Participate in individual protection case management including cases of GBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents;
- Assist in identifying durable solutions for PoC in voluntary repatriation, local integration and where appropriate, resettlement;
- Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners;
- Draft reports, routine correspondence, update relevant databases and compiling statistics within the Area of Responsibility (AoR);
- Contribute to initiatives to enhance national and local protection capacities;
- Select PoC for preliminary interviews and decide which relevant information to share;
- Enforce integrity in the delivery of protection services by local implementing partners;
- Perform other related duties as required.
