ОПИСАНИЕ ДОЛЖНОСТИ: 
Following the escalation of hostilities at the end of September 2023, more than 115,000 refugees from Karabakh region arrived in Armenia. Among the new arrivals, 40% are older people and children and many vulnerable people including pregnant women, people with disabilities and others with chronic health conditions. The Government of Armenia responded by granting temporary protection status to these refugees. Under this status, the refugees are recognized as such and are provided with the guarantees applicable to refugees under national and international law, both within and outside the territory of Armenia.
In support to the Government of Armenia, UNHCR, with the support of the Resident Coordinator’s Office, coordinated the refugee response and launched the Armenia Refugee Response Plan (RRP), a joint funding appeal and response plan covering the period from October 2023 to March 2024. Since March 2024, UNHCR focused on strengthening refugee inclusion in long-term national development plans and government service provision, providing assistance to the most vulnerable refugees through its regular programmes (when not covered by national programmes) and promote integration for refugees that can do so through development plans and programmes by acting as a catalyst with development actors and international financial institutions for the inclusion of refugees, asylum seekers and stateless populations in national systems, long-term plans and budgetary frameworks. Finally, considering the multi-year planning of the operation as a solid framework of indicators and targets is critical to monitor progress towards performance and desirable impacts.
Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:
The Snr Statistics and Data Analysis Associate contribute to the improvement in the production and presentation of reports and the quality of data within UNHCR Armenia, to guarantee evidence-based programming, including:
- Support the design/revision of M&E framework for the operation (indicators, data collection methodologies and tools and data management);
- Lead the consolidation and quality assurance of population statistics and planning figures;
- Consolidate and conduct advanced analyses of available sectoral and socio-economic data, including identification of key data gaps;
- Identify opportunities to advanced statistical inclusion and provide technical support to enhance collaboration with national statistical partners.
ОБЯЗАННОСТИ: 
- Contribute to data, information management and registration strategies with statistical and data analysis elements with a vision on the use of statistics and analytical data products, particularly in planning, programming and advocacy, at the country, regional and HQ levels as appropriate;
- Implement UNHCR's policies and procedures on planning and reporting on UNHCR's operational activities (results-based management and planning figures);
- Support quality assurance and provide technical advice on statistical analyses and indicators; take part in relevant planning processes as appropriate and where support is needed;
- Contribute to the development or revision of statistical concepts, definitions, standards and classifications used in UNHCR for research and decision-making;
- Contribute to the development or improvement of statistical methods and quantitative models for analyses and projections on forced displacement and statelessness;
- Support implementation of coherence and compliance with organizational standards, methodologies, and support for data analysis activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population estimation, statistical analysis, predictive analytics, big data, international recommendations, data visualization, official statistics and other statistical and data analysis activities;
- For all data collection or statistical analysis activities, contribute to developing plans and monitoring implementation to ensure statistics and analysis are of the highest standards;
- Ensure statistical and analytical products produced by UNHCR or with partners meet required standards and are compliant with relevant policies to uphold integrity, veracity, reliability and credibility;- - Compile, consolidate, validate and disseminate official statistics on populations of concern to UNHCR at country, region or global level, including annual statistics;
- Support the development or revision of methodological approaches and standards for statistical surveys conducted by UNHCR or partner organizations in support of monitoring, assessment, targeting, evaluation, operational plans and results reporting;
- Support the design and implementation of relevant statistical analytical products and oversee their production, including quality assurance;
- Contribute to the design of strategies and operational plans; develop related monitoring and evaluation plans and frameworks, define processes, tools (quantitative and qualitative) and indicators across all implementation modalities (partnerships, direct implementation, operational partnerships), to measure, analyse and understand progress and impact of different interventions under the Multi-Year Strategy, in line with the age, gender and diversity approach;
- Provide technical support for the implementation of the M&E plan by performing a variety of technical, operational and administrative tasks, preparing related materials and documentation;
- Harmonize monitoring and evaluation across different levels (COMPASS, UNSDCF and projects) and ensure alignment with RBM and MFT principles;
- Participate in appropriate inter-agency (UNCT) and multi-partner meetings/events on evaluations to collaborate and select and design indicators for multi-partner initiatives;
- Undertake data analysis activities, including on persons of concern derived from UNHCR’s data systems such as registration and identity management, results-based management, back office or other sectoral data systems;
- In coordination with sectoral and other data staff, apply statistical scenarios and models based on historical, recent and seasonal information to support comparative country, regional and global analysis, including political and sociodemographic trends;
- Advise on the appropriate methods and tools to be used in statistical and data analysis activities to be undertaken in country;
- Contribute to technical and sectoral reports and recommendations for follow-up actions with regard to the strengthening of statistics and data analysis;
- Provide input to statistical and analytical reports for UNHCR and/or with partners, manuals and websites within the Area of Responsibility (AoR);
- Contribute to partnerships and activities relevant to statistics and data analysis within the AoR;
- Provide administrative support to capacity strengthening activities for UNHCR and other stakeholders, including national statistical partners on statistics;
- Organize and participate in missions, workshops, seminars, working groups and expert meetings as a technical resource person, providing technical documents and drafting relevant reports;
- Perform other related duties as required.
ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 
- 2 years in data or statistical field. Experience with national and/or international statistical systems, including national and international standards on socio-economic indicators and analysis;
- Experience in data collection and analysis in field situations, preferably in relation to forced displacement and refugee contexts;
- The knowledge and experience with tools and software such as R, Kobocollect, and PowerBI is a plus;
- Ability to turn planning needs into clear technical instructions for data collection and analysis—and to explain technical data findings in a way that non-technical planners and decision-makers can easily understand;
- Understanding of different data collection methodologies.
- Experience working with partners, including host and donor Governments, humanitarian and development partners.
Desirable:
- Experience with data analysis in developmental or humanitarian contexts;
- Understanding of the principles and concepts of international protection and displacement contexts;
- Knowledge of international protection, human rights and international humanitarian law;
- Knowledge of UNHCR and interagency policies, standards, programmes and operations and knowledge of GIS and geospatial systems and techniques is considered an asset;
- Familiarity with planning, programming, strategic planning, project development, budgeting and resource mobilization;
- Understanding of civil registration and other national population registration systems and experience working with or in national statistical offices is desirable.
