Operational Context:
The United Nations High Commissioner for Refugees (UNHCR) is a humanitarian and non-political organization mandated by the United Nations to protect refugees and help them find lasting solutions to their problems. UNHCR’s activities are based on a framework of international refugee law and standards that includes the 1951 United Nations Convention relating to the Status of Refugees and its 1967 Protocol, as well as an array of international and regional treaties on human rights and humanitarian law. The core mandate of UNHCR is the international protection of refugees. The provision of international protection by UNHCR implies ensuring the basic human rights of refugees in their countries of asylum and that refugees will not be returned involuntarily to a country where they could face persecution. Longer term, the organization helps refugees find appropriate durable solutions to their plight, by repatriating voluntarily to their homeland, integrating in countries of asylum or resettling in third countries. UNHCR has presence in the Republic of Armenia since 1992, under a Co-operation Agreement signed with the Government. UNHCR’s work in Armenia presently concentrates on capacity-building activities geared towards strengthening national authorities, laws and policies to ensure the proper handling of refugee and asylum issues, the reception and care of refugees, the promotion of self-reliance of refugees and the realization of durable solutions. These are carried out in combination with other activities such as advocacy, information dissemination and monitoring.
The UNHCR Armenia is fundamentally driven to deliver protection and solutions to variety of persons of UNHCR’s concern in partnership and close collaboration with national authorities and NGOs and communities. Multi-faceted protection and assistance is often provided within short timeframes and at times little resources in demanding operational environment. Therefore, UNHCR seeks to recruit persons devoted to its mandate, who have commitment to humanitarian principles and functionally relevant work experience with different stakeholders. The candidates should have flexibility/adaptability i.e. analysing, adapting to, and working effectively in a variety of situations, often under demanding conditions, and coping with the unforeseen or unexpected. Team spirit and result-orientated performance is also required. The candidates should have strong communication skills (written and spoken) in Armenian and English languages.
The Supply Associate manages and supports all activities pertaining to the supply chain function including planning, sourcing and procurement, transport, shipping, customs clearance, warehousing, assets and fleet management and monitoring within the area of responsibility.
UNHCR Operation in Armenia is in a post-emergency situation with reduced budget and no major international procurements planned for the short- and medium-term perspectives. Activities of the Supply Associate will mostly cover local procurement of non-food items for the persons of concern to UNHCR. The incumbent will also provide support to the office in procurement of goods and/or services related to the cash assistance programmes, procurement activities for smooth running of the office (ABOD funds). It is expected that the incumbent will maintain and safeguard UNHCR’s procurement standards for the operation and its partners. The Supply Associate is expected to provide regular support to all units of the operation, partner agencies (whenever required) as well as to provide support to UNHCR Field Unit in Goris.
Organizational Setting and Work Relationships:
The incumbent is supervised by Senior Operations Officer and receives regular guidance and instructions from the supervisor on successive steps. He/ she may also receive guidance and functional supervision from the Senior Supply Officer of the Regional Bureau for Europe. The incumbent shall maintain regular and relevant contacts on working level with other UNHCR offices, UN agencies, NGOs, government partners, and commercial contractors in the area to facilitate performing the supply function. The duty of the incumbent is to support and monitor the supply activities assigned to him/her within the geographical area covered while exercising efficiency in the use of the available resources.
ОБЯЗАННОСТИ: 
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.
- In compliance with supply chain rules and procedures, support the related supply activities to facilitate UNHCR end to end processes resulting in a timely and quality delivery of goods and services to persons of concern;
- Prepare plans for delivery of relief and other non-food items according to the operational needs and regularly update the information in UNHCR IT systems;
- Apply UNHCR's sourcing and procurement strategy when planning for purchase of important commodities and services. Update the information in UNHCR IT systems. Ensure timely customs clearance of consignments;
- Maintain accurate and comprehensive records on supply activities and provide timely reports and updates both periodically and on request;
- Evaluate purchase requisitions to ensure that specifications, delivery dates and all other requirements are in order;
- Draft and dispatch quotation requests and/ or tenders and assist in the evaluation of offers and draft bid-tabulations, prepare proposals for award of contracts to the Committee on Contracts;
- Prepare Purchase Orders and send confirmations, requests for inspection and other correspondence, and monitor the manufacture/ transport of ordered goods to ensure timely delivery;
- Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting operations, HQ entities and others, as applicable;
- Provide asset management reports, customised reports, and gathers information on all assets and provides in-depth reports periodically and when requested;
- Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making;
- Disseminate and promote UNHCR's global policies, standards and guidance on supply chain management;
- Ensure local liaison with partners to effectively support the supply activities;
- Manage storage of goods according to "best practices" and UNHCR rules and regulations;
- Coordinate supply activities of UNHCR Partners and/or contractors performing supply related activities and ensure that they understand and adhere to relevant UNHCR rules and procedures;
- Implement effective asset and fleet management that regularly monitors the asset/ fleet pool, saves cost and safeguards the investment of the organisation including receipt, inspection, registration and marking of new Property, Plant and Equipment (PPE), organisation of the physical verification of PPE, ensure that PPE agreements are properly issued and signed, and preparation of disposal forms and cases for the Asset Management Board, and organise the disposal of PPE according to Asset Management Board decisions;
- Perform other related duties as required.

- Years of Experience/ Degree Level: For G6 - 3 years of relevant experience with High School Diploma; or 2 years of relevant work experience with Bachelor or equivalent or higher;

- Other UN procurement and logistics training, such as IAPSO and UNPD, is desirable;

- Language Requirements:
a) For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station, if not English;
- For National Professional jobs: Knowledge of English and UN working language of the duty station, if not English and local language;
- For General Service jobs: Knowledge of English and/ or UN working language of the duty station, if not English;
- The proficiency in Eastern Armenian language; knowledge of Russian language may be an asset.
