Background
The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is implementing the programme Supporting International Human Rights Law and Standards in Armenia. Funded by the Swedish International Development Cooperation Agency (Sida), the programme aims to support targeted actors in Armenia to apply international human rights law and standards in their work. This programme will result in (1) more systemic and strategic approaches to address human rights issues by targeted actors; and (2) improved integration of human rights theory and practice in the work of targeted actors.
The Human Rights Defender’s Office (HRDO) of Armenia is an independent constitutional institution mandated to protect and promote human rights and fundamental freedoms. It investigates complaints of human rights violations, monitors state and local authorities, and advocates for reforms to align national practice with international human rights standards. Effective communication is central to fulfilling this mandate — enabling the HRDO to raise public awareness of rights, encourage trust and engagement, and hold state institutions accountable.
The HRDO currently communicates through multiple channels, including traditional and social media, annual reports, public statements, and its regional offices. To strengthen the reach and impact of this work, RWI is seeking a Consultant to conduct a Knowledge, Attitudes, and Practices (KAP) survey on HRDO communications. The survey will provide evidence on how different audiences perceive and engage with the HRDO’s messages, supporting the development of more targeted, inclusive, and strategic communications initiatives.
Scope of Work
The Consultant (an individual or team/company) will be responsible for designing and implementing a KAP survey to provide the HRDO with reliable baseline data on stakeholder awareness, perceptions, and engagement with its communications. The purpose of the survey is to inform evidence-based and targeted improvements in HRDO’s outreach and public engagement strategies. Specifically, the KAP survey will assess levels of awareness of the HRDO’s mandate and activities; trust in the institution; preferred channels for receiving information; and perceptions of accessibility, inclusivity, and relevance of its communications. The findings will highlight communication gaps and opportunities, providing a baseline for future strategic communications planning.
A. Survey Design and Planning
- Develop a detailed research plan, including methodology and sampling design.
- Design a structured KAP questionnaire aligned with the survey objectives.
- Identify key target audiences and ensure appropriate representation across stakeholder groups.
B. Data Collection
- Administer the survey among HRDO’s target stakeholders (e.g., citizens, employees, partner institutions, civil society, media, staff etc.).
- Ensure appropriate sampling representation to reflect key stakeholder groups.
- Maintain ethical and gender-sensitive data collection standards, including informed consent and confidentiality.
- Maintain quality control throughout the data collection process.
C. Data Processing and Analysis
- Encode, clean, and validate collected data.
- Conduct analysis to assess knowledge, attitudes, and practices related to HRDO communications.
- Identify patterns, gaps, and correlations among awareness, trust, and communication behaviors.
- Generate visual and narrative summaries to illustrate key findings.
D. Reporting and Presentation
- Prepare a comprehensive survey report including methodology, findings, and insights.
- Provide actionable recommendations to improve HRDO’s communication strategies.
- Present the findings to RWI, HRDO management and relevant stakeholders.
The Consultant shall exercise all reasonable skill, care and diligence in carrying out the assignment in accordance with all recognised professional standards. At all stages, the work shall apply a participatory, gender-sensitive and inclusive approach that reflects RWI and the HRDO’s commitments to human rights and equality.
Deliverables
The assignment will be implemented in close coordination with RWI and the HRDO, under the supervision of the Meline Avagyan, Programme Officer, Yerevan Office and in close consultation with the Head of Thematic Area, Access to Justice. The Consultant will deliver to RWI and HRDO:
Deliverable 1: A detailed research plan
Deliverable 2: A KAP questionnaire
Deliverable 3: Raw and cleaned data
Deliverable 4: Summary of key findings
Deliverable 5: Draft comprehensive survey report (not public)
Deliverable 6: Final comprehensive survey report (not public)
Timeline
The research should start as soon as possible and be concluded within three months.
- Minimum 5 years of relevant experience, preferably with public institutions, international organizations, or non-government organizations;
- Proven track record of conducting independent research and managing KAP surveys;
- Strong qualitative research, writing/editing skills in Armenian and English language;
- Analytical skills, ability to present the findings, visualizations, and recommendations of qualitative research in an analytical way;
- Familiarity with Armenia’s civic and political landscape;
- Commitment to human rights principles, impartiality, and institutional independence;
- Ability to deliver results within a limited timeframe.

ՊԱՀԱՆՋՆԵՐ՝
- Postgraduate degree in social science, communications, journalism, public relations, or related field is desired (human rights/governance background is an asset);- Minimum 5 years of relevant experience, preferably with public institutions, international organizations, or non-government organizations;
- Proven track record of conducting independent research and managing KAP surveys;
- Strong qualitative research, writing/editing skills in Armenian and English language;
- Analytical skills, ability to present the findings, visualizations, and recommendations of qualitative research in an analytical way;
- Familiarity with Armenia’s civic and political landscape;
- Commitment to human rights principles, impartiality, and institutional independence;
- Ability to deliver results within a limited timeframe.
