ՄԱՆՐԱՄԱՍՆ ՆԿԱՐԱԳՐՈւԹՅՈւՆ՝

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Integrated Municipal Development in Armenia (IMD). As part of this project GIZ intends to award a contract for architectural/engineering services for construction/renovation measures in Armenia. The approximate budget for each construction measure will range between €40,000 and €90,000. The scope of work includes:

1) Assessment of the premises (only public infrastructure), including on-site visit to municipalities and development of initial design sketches.

2) Development of architectural design projects and cost estimates according to public procurement procedures, including development of detailed architectural design projects (including structural drawings, where required) for diverse public infrastructure (including but not limited to: parks, playgrounds, solar PV installations, water infrastructure, street lighting, roads, partial renovation of pre-school education facilities, cultural houses, art and sport schools), development of cost estimates (including the Bill of Quantities according to government regulations and public procurement procedure) for the projects for future tendering by the municipalities in accordance with public procurement requirements and guidelines, including preparation of comparison acts (where necessary).

3) Supervision and on-site management of construction/renovation projects, including consultancy, technical advice to municipalities, contractors and GIZ throughout the entire process of implementation of the works, supervision and monitoring of the works at all stages (regular on-site visits, on its conformity to the drawings and specifications, planned and executed works, quality of the works and chosen materials and deadlines), verification and approval of the performance and handover acts presented by contractors.

The assignment is split into 6 separate lots. Tasks under each lot are identical in nature, varying only in terms of location and specific quantities as outlined for each respective lot. All the details regarding the lots can be found in the files attached below this announcement.

Tender procedure from invitation to tender until signing of contract is expected to take place between 03 March, 2025 and 4 April, 2025 . Architectural services are expected to be performed and completed approximately within 8 months from signing of contract.

To qualify for consideration in the tender procedure, interested candidates are required to submit the following information and documents for eligibility assessment:
1) Official letter expressing interest
2) Company details including full company name, full address, phone and email
3) Copy of company registration certificate
4) Copy of valid licenses related to architectural and engineering services
5) Company profile including the number of employees (permanent / temporary in total) and the list of professional staff qualified to perform the works, each for the last three (3) years (at least 10). The CVs are not required for submission at this stage
6) References of works of similar nature as specified above (performed within the last three (3) years) (at least 5 reference projects)
7) Total value of works of similar nature as specified above (for each of the last three (3) years) (at least EUR 20,000)
8) Annual total turnover for each of the last three (3) years (at least EUR 35,000 (thirty-five thousand))
9) The overview of parallel performing in case the applicant intends to apply for more than one lot*

*Each tenderer may submit then its bid to one or more lots specified above. GIZ reserves the right to award a maximum of 3 lots per contractor. In case the tenderer applies for more than one lot, an overview of parallel performing shall be provided at the prior stage. The tenderer is allowed to propose the same expert(s) for different lots, however ensuring that the tendered services will be rendered in the specified time and that enough resources are available, particularly its personnel availability.

ՊԱՀԱՆՋՆԵՐ՝

Evidence of commercial and technical eligibility is to be provided on the basis of the criteria specified in the eligibility assessment grid (see Annex 1). The following will be taken into account when assessing:

Number of employees (permanent / temporary in total) - 10, out of which number of professional staff qualified to perform the works (point 5 above) – 9:
- Team leader (Senior Architect) - 1 Key-expert
- Structural Engineer – 1 Key-expert
- Short-term experts pool 1 (min 2 up to 4) - Architects
- Short-term experts pool 2 (min 2 up to 4) - Cost estimators

References of works of similar nature and their total value (point 6 and 7 above):
- Only references with the required minimum commission value in the amount of EUR 20,000 will be assessed.
- Only references that have started and/or finished in the last three years will be assessed. If a reference fulfils both the criteria for the technical field and for the region/country, it will be used to assess both criteria.

Annual average total turnover (point 8 above):
- Minimum average annual turnover of EUR 35,000.00 (thirty-five thousand) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.

Bidding consortia:
- A candidate could be any combination of entities in the form of a joint venture (JV) or consortium under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent.
- All members of JV or consortium together should meet specified criteria. Maximum number of members in the JV or consortium shall be two (2).
- The candidate shall demonstrate that it has successful experience as a stand-alone general contractor (and/or JV member, and/or Consortium member) in the execution of at least five (5) projects (contracts) with a value of at least EUR 20,000 each of a nature and complexity comparable to the proposed contract within the last three (3) years.

Applicants that fail to meet the specified criteria will be classed as ineligible and excluded from the following tender stage.

Kindly note that this request is being held to allow interested companies to express their interest in the assignment and demonstrate their basic suitability. It relates specifically to the selection of competent tenderers, prior to the issue of the invitations to tender. The invitation to tender will follow after successful tenderers have been notified.
