General Background of Project or Assignment, Operational Context:
Following the escalation of hostilities at the end of September 2023, more than 115,000 refugees from Karabakh region arrived in Armenia. Among the new arrivals, 40% are older people and children and many vulnerable people including pregnant women, people with disabilities and others with chronic health conditions. The Government of Armenia responded by granting temporary protection status to these refugees. Under this status, the refugees are recognized as such and are provided with the guarantees applicable to refugees under national and international law, both within and outside the territory of Armenia.
In support to the Government of Armenia, UNHCR, with the support of the Resident Coordinator’s Office, coordinated the refugee response and launched the Armenia Refugee Response Plan (RRP), a joint funding appeal and response plan covering the period from October 2023 to March 2024. Since March 2024, UNHCR focused on strengthening refugee inclusion in long-term national development plans and government service provision, providing assistance to the most vulnerable refugees through its regular programmes (when not covered by national programmes) and promote integration for refugees that can do so through development plans and programmes by acting as a catalyst with development actors and international financial institutions for the inclusion of refugees, asylum seekers and stateless populations in national systems, long-term plans and budgetary frameworks. In October 2025, the Government, with the support of UNHCR and UNDP, launched the National Framework for Inclusive Livelihoods for Refugees and Host Communities (2025–2027). Finally, considering the multi-year planning of the operation as a solid framework of indicators and targets is critical to monitor progress towards performance and desirable impacts.

Purpose and Scope of Assignment:
The Senior Statistics and Data Analysis Associate contributes to strengthening the quality, coherence and use of data and analytical products within UNHCR Armenia. The position is designed as a multidisciplinary, country-level role combining information management, statistical analysis and analytical product development to support evidence-based decision-making, programme implementation and policy dialogue. The assignment focuses on improving the availability, quality, analysis and presentation of refugee-related data, and on translating datasets into clear, actionable analytical products for operational planning, programming and advocacy.

Key work areas, outputs and indicative results
1. Data mapping, consolidation and analytical production.
Map and document available refugee-related datasets across UNHCR (including partners) and external sources, including socio-economic data. Identify key data gaps and limitations affecting analysis and decision-making. Consolidate and analyse available datasets using appropriate statistical methods. Produce analytical outputs such as statistical briefs, analytical notes, dashboards, tables and charts to inform programme design, implementation and reporting.
Indicative outputs/results include a comprehensive inventory of available refugee-related datasets and identified data gaps; regular analytical products disseminated to programme and sectoral teams; and improved use of data and analysis in planning and programme discussions.

2. Population statistics and planning figures
Lead the consolidation, validation and quality assurance of population statistics and planning figures used by UNHCR Armenia. Ensure consistency between data sources, methodologies and reported figures, in line with organizational standards. Support timely production of population data and planning figures for internal planning and external reporting.
Indicative outputs/results include improved accuracy, consistency and credibility of population statistics and planning figures, and timely availability of validated figures for planning and reporting cycles.

3. Statistical inclusion and engagement with national statistical partners
Identify opportunities to strengthen statistical inclusion of refugees within national data systems. Provide technical support to enhance collaboration with national statistical partners, in particular ArmStat. Support dialogue and technical exchanges on refugee inclusion in national surveys and statistical exercises, where feasible.
Indicative outputs/results include strengthened collaboration with ArmStat on refugee-related statistics and identification of opportunities to include refugees in upcoming national surveys, where possible.

4. Support to data collection and surveys
Support data collection activities, including preparation, survey design, sampling, data collection processes and quality assurance. Contribute to the application of sound statistical methodologies and documentation throughout data collection exercises.
Indicative outputs/results include improved quality and reliability of survey and assessment data and clear documentation of methodologies and data collection processes.

5. Other support functions
As required, provide ad-hoc technical support to the design or revision of monitoring and reporting frameworks, including indicators, data collection tools and data management approaches. Contribute analytical inputs to monitoring progress under the National Framework for Inclusive Livelihoods (2025–2027).

ОБЯЗАННОСТИ : 

1. Data, information management and analytical support
- Contribute to UNHCR country data, information management and registration strategies by providing statistical and analytical inputs to planning, programming and advocacy.
- Undertake and coordinate data analysis using UNHCR data systems (including KOBO and ActivityInfo), including registration and identity management, results-based management and sectoral databases.
- Manage, clean and structure datasets from UNHCR systems, surveys and external sources to support analytical work.
- Develop and maintain analytical products, including dashboards, tables, charts and written analysis, to support operational decision-making and reporting.
- Support data visualization (including interactive PowerBI maps and dashboards, update maps with population figures), dissemination and effective use of analytical outputs by programme and sectoral teams.

2. Statistical and analytical products
- Transform raw datasets into structured analytical products, including statistical briefs, analytical notes, profiles, scorecards and dashboards, tailored to operational and strategic needs.
- Undertake descriptive and inferential statistical analysis, trend analysis and basic modelling to generate insights for planning, programming and advocacy.
- Develop reproducible analytical outputs (tables, indicators, graphs and datasets) with appropriate documentation and metadata.
- Provide quality assurance for analytical products, ensuring coherence between data sources, methods, results and narrative interpretation.
- Advise operational colleagues on the interpretation and appropriate use of analytical findings in decision-making processes.

3. Surveys, assessments and official statistics
- Support the design, coordination and implementation of surveys, assessments and data collection exercises conducted by UNHCR and partners.
- Apply statistical methods for secondary data analysis, population estimation, vulnerability and targeting exercises.
- Compile, validate, consolidate and disseminate official statistics on populations of concern at country level, including annual statistics.
- Ensure methodological consistency, documentation and compliance with relevant organizational guidance for data collection and analysis.

4. Coordination, partnerships and capacity support
- Engage with government counterparts, national statistical offices and implementing partners on data collection, analysis and reporting activities.
- Participate in inter-agency and multi-partner coordination mechanisms related to statistics, assessments, data and analysis.
- Support capacity strengthening activities for UNHCR staff and partners through technical support, trainings and workshops, as required.

5. Other duties
- As required, provide ad-hoc support to monitoring, reporting and evaluation processes, including indicator tracking and analytical inputs, in coordination with programme teams.
- Perform other related duties as required.

Required/mandatory:
Required
- At least five (5) years of professional experience in the data or statistical field, including significant experience in data analysis and transforming data into analytical products that support planning, programming or reporting.
- Demonstrated experience with national and/or international statistical systems, including application of national and international standards on socio-economic indicators and analysis.
- Practical experience in data collection and analysis, including familiarity with different methodologies (survey design, sampling, data quality assurance, metadata documentation).
- Strong competency in the production of analytical outputs (e.g., analytical briefs, dashboards, tables, statistical summaries).
- Ability to translate operational or planning needs into clear technical guidance for data collection and analysis, and to communicate analytical findings effectively to technical and non-technical audiences.
- Experience working with partners, including government counterparts, national statistical offices, and humanitarian or development actors.
- Proven proficiency in key statistical tools and data analysis environments (e.g., R, Python, Stata, SPSS, or equivalent).
- Practical experience with mobile data collection tools (e.g., KoBoCollect or similar platforms).

Desirable
- Experience in field or operational contexts is highly desirable.
- Knowledge of data visualization and business intelligence tools (e.g., Power BI, Tableau).
- Familiarity with geospatial analysis and GIS tools.
- Understanding of the principles and concepts of international protection, displacement and humanitarian contexts.

ЗАРПЛАТА : 

This is a full-time position requiring physical presence in the office. Suggested Monthly Fee and currency - the estimated amount as per the UN Common System salary scale in Armenia, equivalent to the level of the engagement (NOA) . The degree of specialization required by the engagement, knowledge, qualifications, experience and skills will be considered to establish the fee. Payment will be implemented by Armenian Drams (AMD)
