Call for Expression of Interest
ПОДРОБНОЕ ОПИСАНИЕ: 
UNDP Armenia, in partnership with the Ministry of High‑Tech Industry (MHTI) and international partners is implementing the Participatory Sense‑Making & Co‑Creation component under the “NEST: National Ecosystem for Skills and Technology” initiative to create, test, and institutionalize innovative, inclusive and human-centered models of mass education for Digital and AI Literacy, Cybersecurity and Soft Skills, aligned with Armenia’s employment and digital transformation priorities.
The Initiative aims to design, test and institutionalize innovative and inclusive learning solutions across Armenia targeting future-oriented digital and AI literacy, cybersecurity and soft skills, thereby boosting technological capabilities, productivity, employment activation and entrepreneurial mindset among vulnerable and underserved groups. Between April–May 2026, the initiative will support the development of flexible and future‑oriented learning models across Armenia, to be utilized for reaching beneficiaries representing the following priority groups:
- High school students (15–17),
- youth (18–29),
- middle‑aged women (30–40),
- persons displaced from Nagorno‑Karabakh,
- social and family benefit recipients,
- public servants.
Training models will comprehensively include Digital Literacy, Cybersecurity, Artificial Intelligence (AI) Literacy and Soft Skills, enriched with behavioral, motivational and job-activation elements. The developed models and the processes through which they are designed will lay the foundations of an institutional mechanism for mass literacy in Armenia. The Government of Armenia, represented by the Ministry of High-Tech Industry (MHTI), is the primary partner of NEST. The initiative is funded by the Norwegian Agency for Development Cooperation, International Partnerships Austria, UNDP, and potentially other partners.
Purpose of The Call: The purpose of this Call for Expression of Interest is to identify private sector companies and civil society organizations that will collaborate with UNDP, national stakeholders, international and local mentors and beneficiaries to:
- Undergo several sessions of capacity building on approaches, methods and tools on how to effectively and meaningfully co-design policies and programs with ecosystem actors including but not limited to public institutions and beneficiaries.
- Make use of the gained capacity to take part in and effectively contribute to the co-designing sessions organized by local and international experts.
- Collaborate with UNDP team and stakeholders to co-produce competency‑based curricular guidelines, inclusive capacity‑building frameworks, motivational and behavioral activation elements for potential beneficiaries, assessment and evaluation principles.
- Test hypotheses that will inform a feasible and effective large scale upskilling models for vulnerable populations in Armenia. This includes hybrid or self‑paced delivery modalities, mechanisms of design and delivery of programs, mechanisms of recruitment of beneficiaries, a holistic approach to enhancing employability of beneficiaries.
The participatory design and capacity building sessions will take place in the period of 17 April- 31 May 2026 in Armenia in an in-person format, administered through 5-7 sessions, and mentored by international consultant and UNDP Armenia team.
IMPORTANT - Eligibility for Next‑Stage Tender:
Organizations selected under this Call for Applications and completing the participatory design stage will be better positioned and capacitated to develop human-centered proposals and increase their competitiveness for designing and delivering the nationwide training programme for overall 1,000 participants across Armenia in digital literacy, cybersecurity, AI literacy and soft skills planned for August-November 2026.
Scope of Work:
Selected organizations will participate in the following activities:
- Training sessions on participatory policymaking and programming
- Participatory sense‑making and needs assessment of beneficiaries
- Co‑creation of curricular principles
- Drafting of curricular guideline components
- Co-design behavioral and motivational mechanisms to encourage completion of courses and further utilization of digital and AI skills
- Co-design principles of employability enhancement specific to each target group
Who Can Apply:
Private sector companies and civil society organizations with experience in curriculum design and delivery of trainings in digital literacy, cybersecurity, AI literacy and soft skills to youth, women and vulnerable groups.

- Brief portfolio of relevant work
- Ability and experience of conducting on-site trainings in Marzes, including in rural areas.
- Availability confirmation for April–May 2026 for participatory design stage, and August-November 2026 for bid competition and project delivery stages.
Evaluation Criteria
Relevance of experience, knowledge of vulnerable groups, ability to reach targets in Marzes – including in rural areas.
Compliance Requirements
UNDP SES standards, SEA/SH zero‑tolerance policies, responsible data‑protection and AI principles, accessibility and inclusion standards.
