ПОДРОБНОЕ ОПИСАНИЕ: 

AGBU Learn to Earn Armenia Program (LEAP)
Armenian General Benevolent Union (AGBU) invites qualified training providers to submit proposals for the design and delivery of employment-oriented training programs under the Learn to Earn Armenia Program (LEAP).

LEAP is a short-cycle, job-readiness initiative supporting vulnerable and displaced beneficiaries through practical skills development, soft skills strengthening, and structured pathways to employment.

Training Areas / Tracks
Vendors may apply for one or multiple tracks, depending on their expertise and operational capacity:
• Sales
• Customer Service
• Accounting
• Soft Skills Trainings (including but not limited to teamwork, problem-solving, CV preparation, self-branding, digital literacy, etc.)
• Coaching and HR Services (addressing individual career development and labour-market integration needs, supporting with employer network)

Training tracks are defined by functional competencies to preserve flexibility across industries and employment pathways.

Expected Scale of Engagement
Selected vendors should demonstrate capacity to support LEAP’s anticipated delivery volumes:
- Minimum 2 cohorts per year per approved track
- Approximately 100 learners annually for sector-specific tracks
- Approximately 200 learners annually for Soft Skills training
- Delivery in online or hybrid format, covering Yerevan and regional participants

Vendors may propose scalable or modular delivery models aligned with these targets.

Vendor Responsibilities
Selected training providers will be expected to:
- Design practical, employment-oriented curricula
- Apply practical learning methods (case studies, simulations, workplace tasks, tools)
- Deliver training in accessible formats (online / hybrid)
- Conduct participant assessments and competency validation
- Issue completion certificates
- Provide qualified trainers
- Track attendance and learner progress
- Share basic reporting data for program monitoring
- Support employability pathways

ТРЕБОВАНИЯ: 

Evaluation Focus & Selection Criteria
Proposals will be assessed with emphasis on:

- Practical learning design & cost–quality balance (major factor)
- Trainer qualifications, expertise, and availability
- Assessment and certification methodology
- Delivery capacity and scalability
- Regional and hybrid delivery capability
- Adult learning and inclusive training approaches
- Attendance tracking and reporting readiness
- Quality assurance mechanisms
- Employer linkages and employability support capacity
- Relevant institutional experience and references
- Cost reasonableness and value for money
- Integration of modern tools or AI-enabled practices (desirable)

LEAP prioritizes vendors capable of delivering job-ready outcomes, not solely instructional hours.

Interested vendors should submit:

Technical Proposal (Company profile and relevant experience, Selected training track(s), Curriculum and training outline, Training methodology (can be a sample), Trainer information (CVs, qualifications), Delivery model and capacity, Assessment & certification approach, Quality assurance mechanisms).

Financial Proposal (Cost per participant / Detailed budget breakdown)

Experience & References (Similar programs delivered, References or testimonials nice to have)
