ПОДРОБНОЕ ОПИСАНИЕ: 
The Corruption Prevention Commission (CPC) is dedicated to promoting integrity and preventing corruption among public servants and the public in general. As part of its efforts to enhance the accessibility and effectiveness of its educational resources, the CPC with the support of USAID Armenia Integrity Project is developing an online Education Platform. This platform aims to provide comprehensive educational courses, a digital library, and interactive learning solutions related to integrity and anti-corruption measures.
Project Description
The project involves the creation of a dedicated Education platform within the CPC's existing website. This platform will offer various educational resources and tools to public servants and the public in general. The key components of the Education platform include educational courses, a digital library, and interactive examples and solutions. Each section is designed to enhance users' understanding of integrity and corruption prevention.
Step 1: Platform Integration
Content: It is expected to create a new window named "Education platform " on the CPC website and to ensure seamless integration with the existing website structure.
Purpose: The aim of the creation of a new window is to provide a central access point for all educational resources related to integrity and anti-corruption as well as to enhance the user experience by providing an organized and easily navigable platform. After clicking “Education platform” window the user will have the opportunity to choose among the following sections: Educational Courses Section, Library Section, Cases and Interactive Solutions Section. Below all the sections will be presented detailing its contents and purposes.
Step 2: Educational Courses Section
Content: Educational Courses Section will offer access to a variety of educational courses related to integrity and its components. All the developed electronic courses on integrity and anti-corruption (Integrity e-module for civil servants, E-learning module for customs servants, etc.), each with its own test questions, interactive examples, and certificate issuance will be in this section. It will also differentiate access for public servants and the general public by providing separate login credentials for public servants. The aim of this differentiation is to receive information on how many public officials passed the courses and based on it the CPC will conduct needs assessments.
Purpose: This section's purpose is to provide targeted and comprehensive training on integrity and anti-corruption measures and to ensure public servants receive specific training with certification to enhance their professional development. Additionally, the aim is to make these resources available to the general public, fostering a wider understanding and commitment to integrity. In order to facilitate easy access to educational content and to track and verify user participation and progress, it is expected to present a user-friendly course selection window and include field for users to fill in their name and the date of the course.
Step 3: Library Section
Content: It is expected to create a repository for materials related to integrity and corruption prevention and to include all the relevant materials, such as "Commentaries on the Standard Rules of Conduct of Public Servants", “Code of Conduct for Civil Servants”, “Explanatory Guidebook on Integrity for Customs Servants“ as well as other educational materials. It is important to feature materials developed by the CPC and related entities, including those created through grants from the Armenia Integrity Project.
Purpose: The Library Section aims to provide a centralized and comprehensive source of information on integrity and anti-corruption and to support research and education by making a wide range of resources available.
It is expected to provide a selection window where users can choose topics of interest such as standard rules, guidebooks, research materials, international documents, and multimedia resources. This will allow users to easily find and access the specific materials they need and will enhance the learning experience by organizing resources into clear and accessible categories.
Step 4: Examples and Interactive Solutions Section
Content: This section will offer interactive examples and scenarios related to integrity and will present real cases and scenarios to illustrate the main components of integrity, such as conflict of interest, prohibition of accepting gifts, political neutrality, etc. It will allow users to interactively explore these examples and solutions to gain a deeper understanding.
Purpose: The aim is to provide practical learning experiences that show the application of integrity principles and to enhance understanding and retention of key concepts through interactive and engaging content.
This section will enable users to select topics related to integrity components and access practical examples which will facilitate self-directed learning and exploration of integrity-related issues as well as will provide users with the tools to apply integrity principles in real-world situations.
Deliverables
- A fully functional Education platform integrated into the CPC website.
- Development of Educational Courses Section.
- Development of Library Section with categorized resources.
- Development of Interactive scenarios and examples Section.
- Maintenance of the platform for six months.
ТРЕБОВАНИЯ: 
To ensure the quality and success of the project, interested experts should possess the following qualifications:
- Proven experience in developing and integrating online educational platforms or portals;
- Experience in developing user interfaces that are both intuitive and accessible;
- Experience in developing e-learning modules, with government institutions or related sectors;
- Proficiency in web development technologies and experience with Learning Management Systems (LMS).
- Competence in using content creation tools and platforms for developing interactive and multimedia content.
- Knowledge of the latest trends in e-learning, including gamification, microlearning, and mobile compatibility.
Experts (Individual Entrepreneur) that meet the above qualifications are strongly encouraged to apply.
Proposal Submission:
The Expert (Individual Entrepreneur) is required to provide a Proposal. The proposal shall outline in detail how the expert is planning on providing services requested by the Scope of Work. The proposal must contain the following elements (should not exceed 15 pages):
1. Strategy and Implementation Plan:
- Detailed project plan with phases and milestones.
- Stakeholder engagement and communication approach.
- Risk management plan with potential risks and mitigation strategies.
2. Methodology, Timelines, and Budget:
- Detailed methodology for each project component (platform integration, course development, etc.).
- Timeline chart with deadlines.
- Budget breakdown, including development, testing, deployment, and maintenance costs.
3. Technical Approach:
- Description of the technical architecture and technology stack.
- Integration strategy with existing CPC systems.
4. User Experience (UX) and User Interface (UI) Design:
- Approach to creating an intuitive and accessible UI.
- User testing and feedback incorporation plans.
5. Quality Assurance and Testing:
- Quality assurance plan including types of testing.
- Strategy for iterative testing and feedback incorporation.
- Testing tools and processes description.
6. Maintenance and Support:
- Post-launch maintenance plan.
- Strategy for training CPC staff.
- Support services during the maintenance period.
7. Case Studies and References:
- Examples of similar projects completed.
- References or testimonials from previous clients.
- Demonstrations or prototypes of previous work, if available.

Interested experts are invited to submit their proposal to: ***********@***********.*** . Experts may also submit the proposal as Individual Entrepreneurs. Proposals should be submitted by June 20. Selection will be based on expertise, experience, and cost-effectiveness.
By undertaking this project, the selected expert agrees to maintain transparency, adhere to timelines, and ensure quality in the deliverables, contributing to improved government practices and transparency in Armenia.
The project's performance period will be between July 1, 2024, and April 1, 2025, though it may be extended depending on performance and need.
