ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 
Operational Context:
Armenia ratified the 1951 Refugee Convention in 1993. The current Law on Refugees and Asylum was adopted in 2008 and extensively amended in 2015. It is anticipated that by the end of 2022 a Migration and Citizenship Service and new Ministry of the Interior will be established. In line with the GRF pledges, the 2021-2026 Program of the Government, and the Conceptual Framework for the State Management of Migration, the Government will focus its efforts on:
a) Improving the quality and efficiency of asylum procedures;
b) introducing coordinated and objective mechanisms for quality control and performance improvement indicators enabling to address gaps at each stage of the asylum procedure;
- Establishing an efficient judicial review of asylum decisions.
The incumbent of the post will support the Protection Officer (PO) in strengthening the capacity of the Government to ensure fair and efficient asylum procedures and further improve the quality of RSD decisions. Also, the incumbent will support in implementation of the EU-funded project on migration governance reform. To effectively achieve both tasks, the incumbent will need to have excellent knowledge of international, regional (CoE, EU asylum acquis) and Armenian legal and institutional frameworks and standards in the areas of asylum and RSD as well as at least 5 years of proven experience in working with quality assurance (QA) initiatives and providing legal advice on RSD related matters to the government competent determining authority. Furthermore, the incumbent shall have solid experience of facilitating the RSD related training programs for the local partners, including Government. As a part of daily responsibilities, the incumbent will support the PO in:
a) Monitoring asylum procedures and providing legal advice to the government status determination staff, also judges and lawyers;
b) Examining, assessing, and strengthening QA mechanisms and procedures;
c) Organizing and facilitating trainings for RSD officers, judges, and lawyers;
d) Reviewing and legal analysing of judgments;
e) Implementing UNHCR judicial engagement strategy, including strategic litigation, coaching of lawyers, and enhancing cooperation with relevant stakeholders;
f) Drafting RSD assessments on an ad-hoc basis.
The incumbent needs to have well-established networks and contacts with government officials, especially the Migration Service, Ministry of Justice, Judiciary, and civil society representatives in Armenia. Experience in dealing with sensitive/ political and possible exclusion cases will be considered an asset.
Organizational Setting and Work Relationships:
The Assistant Legal Officer is a member of the protection or legal team in a Country or Sub-Office. He/ she may report to the (Senior) Protection or (Senior) Legal Officer, Head of Sub-Office or to the Assistant Representative for Protection. In smaller Offices, the post may report directly to the Representative.
The Assistant Legal Officer assists the Office in providing quality, timely and effective protection responses to the needs of populations of concern (POC). He/ she is also required to assist the office in ensuring that POC are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern and authorities, as well as protection and assistance partners.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. - Assist in the preparation of legal advice and drafting of position papers and guidelines on pertinent legal and operational issues;
- Stay abreast of the domestic legal issues and pertinent laws regarding POC and advise the Office accordingly;
- Contribute to advocacy towards proper interpretation of law and doctrine as well as in the development of standards of protection;- Consistently apply international and national law and UNHCR policies and standards;
- Assist the Office in providing legal counselling to persons of concern;
- Liaise and intervene with local authorities on the legal issues pertaining to POC;
- May act as interpreter during meetings with authorities, if required;
- Participate in meetings within UNHCR and with external counterparts at the relevant level;
- Assist in the development of project proposals and project implementation;
- Perform other job-related duties as required.

- Field(s) of Education: Law*; Human Rights Law; Refugee Law; International Humanitarian Law; or other relevant field (Field(s) of Education marked with an asterisk* are essential);
- Certificates and/or Licenses: HCR RSD Learning Prg*; Interviewing Learning Prg; HCR Protection Learning Prg (Certificates and Licenses marked with an asterisk* are essential);
- Completion of UNHCR learning programmes on protection would be an asset, or any other equivalent external courses;
- Functional Skills: LE-Legal Research; LE-Draft legal opinions; UN-UN System - Legal Status and Structure;
- Language Requirements:
a) For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station, if not English;
b) For National Professional jobs: Knowledge of English and UN working language of the duty station, if not English and local language;
c) For General Service jobs: Knowledge of English and/ or UN working language of the duty station, if not English;
d) The proficiency in Eastern Armenian language; knowledge of Russian language is an asset.
