Part 1Baseline Survey among Vulnerable Women-Led Households
The baseline survey aims to:
- Establish a data baseline to support results-based monitoring, assessment of qualitative and quantitative progress indicators and endline comparison
- Provide a pre-intervention snapshot of i.e. household energy practices, energy consumption patterns, housing conditions, financial resources, and awareness levels
- Support the identification of eligibility criteria and targeting mechanisms for beneficiary households
- Help identify geographic and needs priorities across the four target regions
The baseline findings will be used by DSIK Armenia and its project partners and will contribute directly to the operational, strategic, and evaluation components of the SAFER initiative.
The baseline survey is a core component of the initiative’s inception phase and is critical for ensuring evidence-based targeting, effective implementation, and future impact assessment.
Part 2
Baseline Survey among women-led Small and Medium Enterprises (SMEs)
The baseline survey aims to:
- Identify energy sources used and understand their associated consumption patterns;
- Assess the share of energy costs in total business expenses and impact on profitability;
- Measure the level of awareness and understanding of EE/RE technologies;
- Document the current adoption of EE/RE solutions, including insulation, solar water heating, energy-efficient equipment, efficient lighting, heat pumps, and solar panel systems;
- Explore barriers faced in adopting EE/RE measures;
- Examine access to and use of available subsidies, grants, or financing for EE/RE investments;
- Evaluate the willingness to invest in EE/RE if proper support mechanisms are provided;
- Understand the interest and need for capacity-building, technical training, and peer learning opportunities tailored for women-led SMEs.
ՊԱՀԱՆՋՆԵՐ՝
The service provider must demonstrate the following qualifications to be eligible for the contract award:1.1. Institutional Experience and Capacity
- At least 5 years of proven experience in designing and implementing household-level surveys in Armenia in rural and vulnerable communities;
- Demonstrated experience in energy- and gender/ social-related research and surveys;
- Capacity to carry out multi-regional fieldwork across the four target regions, including logistical planning and local-level coordination;
- Demonstrated ability to conduct remote surveys at scale (CAPI, CATI);
1.2. Gender-Sensitive and Inclusive Implementation
- Ability to recruit and train a female-majority field team, including enumerators and supervisors;
- Familiarity with gender-responsive data collection, especially in conservative communities;
- Experience working with women’s organizations or community-based networks is a strong asset;
- Proven track record in gender-focused research and ability to reach women-led SMEs effectively;
1.3. Technical and Methodological Skills
- Solid understanding of quantitative and qualitative research methodologies;
- Ability to develop and adapt survey instruments to match SAFER’s thematic focus: energy consumption, household economics, EE/RE awareness, and gender sensitivity;
- Capacity to ensure data quality assurance, ethics, and protection of sensitive respondent information;
1.4. Human Resources and Language Capacity
- Team composition must include:
a) Experienced field coordinators and at least one gender specialist or trained advisor
b) Qualified enumerators fluent in Armenian (considered an asset if from the target region)
c) Analysts skilled in data preparation and interpretation
- Strong written and verbal communication skills in Armenian and English
The service provider shall prioritize the recruitment of female enumerators, ideally from local communities and existing women’s networks or civil society organizations in the four target regions. This is to engage women-led structures wherever possible and ensure a more culturally sensitive, trust-based, and gender-responsive approach to data collection, particularly when working with women-led households.
ԴԻՄԵԼՈւ ԿԱՐԳԸ՝
Interested service providers must submit a complete application package, including the following documents:4.1. Technical Proposal
- Overview of the proposed methodology and tools
- Description of the proposed team and their qualifications
- Work plan and timeline
The technical proposal must be presented in a way to clearly distinguish the approach and work to be implemented between part 1 and part 2. It is important to understand the suggested timeline for each of the two parts separately.
4.2. Financial Offer
- Detailed cost breakdown in AMD, including VAT.

4.3. Organizational Profile and CVs of Key Experts
- Relevant experience in household, SME surveys, EE/RE, and gender-sensitive fieldwork
- Specific roles and responsibilities of each team member
4.4. Sample of a Previously Conducted Survey or Questionnaire
- At least one example of a household and SMEs survey questionnaire used in a similar field (e.g., energy use, rural livelihoods, socio-economic analysis, etc.)
- One Executive Summary of a completed research/survey assignment within the previous 12 months
- Documents are to be provided in Armenian or English language

German Sparkassenstiftung for International Cooperation (German Sparkassenstiftung; DSIK) in the framework of the “Sustainable Energy for Climate Resilient Municipal Development in Armenia” (SE4Resilience) project is implementing the “Promoting Solutions and Advisory for Energy Efficiency and Renewables” (SAFER) initiative.The SE4Resilience project is co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by GIZ. The objective is that Armenian municipalities leverage the potential of renewable energies and energy efficiency for climate-resilient and resource-efficient development. The project works at national level and in selected regions of Armenia targeting municipalities, households, businesses and others.
The SAFER initiative is aimed at supporting vulnerable, primarily women-led households in Armenia’s regions of Gegharkunik, Shirak, Syunik, and Tavush. The initiative promotes the adoption of energy-efficient (EE) and renewable energy (RE) solutions at the household level, with the goal of reducing household expenses for energy, protecting Armenian forest ecosystems, and improving quality of life. Vulnerable households are households that fall under the national definition of vulnerability according to the Ministry of Labor and Social Affairs, as well as women-led households, households of refugees, and households with elderly people, people with disabilities and/or several young people. Women-led households are households that are mainly headed by women alone.
In addition to technical support and co-financing for household EE/RE measures, the project includes awareness-raising campaigns targeting at least 10,000 households, training and capacity building for local vendors and service providers of EE/RE solutions, financial education and budget management support tools for households and conducting energy audits for selected households before and after the project to measure the impact of EE/RE solutions on a household level.
Small and Medium Enterprises (SMEs), especially those managed by women, play a crucial role in Armenia’s economic and social development. However, many face challenges such as high energy costs, limited awareness of EE/RE opportunities and lack of access to or awareness of financing opportunities. For women-led SMEs, the initiative seeks to identify current energy consumption patterns, the share of energy costs in operational expenses, barriers to EE/RE adoption, and awareness levels about sustainable energy solutions. It also aims to understand women-led SMEs’ access to financing, their willingness to invest in EE/RE, and their interest in technical training and capacity-building opportunities.
