The aims of the Mobility Fund are:
- Reinforcement of cultural dialogue and cooperation with and within Central Asia, Caucasus and Mongolia.
- Strengthening the transfer of knowledge and competence to this region for the sake of further cultural developments there.
- Promoting mobility of cultural and arts practitioners from Central Asia, Caucasus and Mongolia who want to implement innovative models of operation in their organization or institution by exploring other cultural practices.
- Contributing, sharing and exchanging competencies, practices, skills and knowledge between cultural and arts practitioners from the targeted region and the rest of the Soros foundations' network.
- Investment in cultural professionals and artists, who might contribute to significant long-term sustainable changes in Central Asia, Caucasus, and Mongolia.

ԾՐԱԳՐԻ ՄԱՍԻՆ՝ 
The program is addressed to art managers, cultural administrators and policy makers, artists, consultants and lecturers in arts and culture from all countries within the Soros foundations' network, with professional background in the field, who are interested in:
- contributing with their profound experience, competence and knowledge to cultural development in Central Asia, Caucasus and Mongolia (for applicants outside of Central Asia, Caucasus and Mongolia);
- learning about other cultural practices, and gaining more professional experience in order to enrich their own organization and country innovative models of operation, as well as strengthening cultural dialogue with and within the targeted region (for applicants from Central Asia, Caucasus and Mongolia).
The essence of the Mobility Fund is that the transfer of knowledge and experience should be directed primarily towards Central Asia, Caucasus and Mongolia.
Applicants must be employed by a state, municipal or private non- profit cultural institution. Basic communication skills in English or the host country's language are required. Applications should be filled out in English language only. There is no limit for the duration of the visit, but it should take place between the 1st April and the 30th November 2003. The Mobility Grant amount will be decided on a case-by-case basis. In general, it should include the necessary expenses, related to the visit (e.g. travel, visa, perdiems, insurance, accommodation, and other costs concerning the stay).
Applicants should have a strong motivation and a good cause for their travel, and should submit application form, together with an invitation letter from the hosting/inviting institution from the countries within the Soros foundations' network, explaining the reason of the visit and the expected outcomes/benefits for the targeted region.
Every granted individual is required to give a presentation/lecture about her/his country's cultural specificities in relation to her/his field of specialization during the stay at the hosting
organization. Detailed final narrative and financial report has to be submitted to the national Soros foundations after the expiry of the grant period.
All applications should be submitted to the Arts and Culture Network Program coordinators in the respective national Soros foundation. The national Soros foundation coordinators are the contact points for further information and consultation about principles, guidelines and deadlines of the Mobility Fund competition. http://www.batory.org.pl/art/coordinators.html All applications should be submitted at the national level by 19 February 2003. Direct applications to OSI-Budapest are not accepted. Precise deadlines depend on the regulations of the respective national Soros foundations.
All applications under the Mobility Fund will be firstly reviewed by national experts and finally by selected Assessment Team members. The winners will be announced by the end of March 2003.
LIMITATIONS:
Mobility Grants are offered exclusively to professionals living and working in the region of Central and Eastern Europe, Caucasus, Central Asia, and Mongolia. Students from undergraduate programs and those without practical professional experience are not eligible for support.
