JOB DESCRIPTION: 
Administrative and Programme Assistant is responsible for providing a range of administrative, finance, logistics and programme(s) related professional support services to ensure the smooth and efficient running of the IFRC Country Office in Armenia, and to promote efficient delivery of services. The Administrative and Programme Assistant reports to the IFRC Programmes and Operations Manager.
RESPONSIBILITIES: 
Administrative and Finance Support
- Work towards maintaining the smooth and effective functioning of the office, including general office maintenance: caretaking of the Country office assets, and other office resources, assure that office equipment is running and act as focal point for the office and equipment maintenance related tasks, handling them in accordance with IFRC procedures and regulations and best practices;
- Support the office administration - maintain Armenia Country Office events calendar, answer general enquiries, provide hospitality to visitors;
- Provide written English-Armenian and vice versa translation of documents and official correspondence to/ from local authorities and local stakeholders, as well as provide verbal translation upon request;
- Assist in the monthly reconciliation of working advances and balance sheet upon request;
- Assist in suppliers’ payments and reconciliations; follow-up with suppliers regarding pending invoices;
- Provide support in other finance related issues ensuring compliance with the IFRC financial procedures, budgeting system, monthly accounts closure, bank reconciliation and processes.
Logistics Support
- Ensure regular monitoring and screening of the service provision landscape, add new suppliers in the continued strive to deliver best services efficiently;
- Constantly strive to identify cost reduction opportunities and negotiate these with suppliers;
- Monitor office supplies, fixed assets, prepare and update inventory list;
- Support in procurement for the country office including tendering for goods and services, in full compliance with the IFRC rules and procedures;
- Assume responsibility for the customs clearance processes when required.
Programme(s) Support
- Provide support in organising trainings, missions, meetings, including taking minutes in external and internal meetings upon request;
- Support in scheduling relevant meetings for the Head of Delegation/ Operations Manager;
- Translate programme(s) related documents from English to Armenian and vice versa when required;
- Upon request, provide support to IFRC staff and consultants, assigned or deployed for the programme(s) work in Armenia in terms of their transportation, accommodation and other support services needed to carry out their plans and relevant activities;
- If required, accompany on out-of-office work commuting and/ or travelling to the field while supporting on driving IFRC vehicle;
- Undertake specific projects and activities including responsibility for their planning, delivery and results, as delegated;
- Perform other tasks and duties assigned by the Country Programmes and Operations Manager.
REQUIRED QUALIFICATIONS: 
- Relevant university degree (Business Administration, Finance, International Relations);
- Relevant professional training courses are preferred (Red Cross/ Red Crescent related, humanitarian and development sector, management, etc.);
- At least 2 years of work experience with an international organization, international non-governmental organization, NGO and/ or government development agency;
- Basic knowledge in accounting and bookkeeping;
- Experience in administration;
- Volunteering or working within the Red Cross/ Red Crescent Movement is preferred;
- Experience in procurement and small-scale logistics tasks is preferred.
Knowledge, Skills and Language:
- Ability to work in a diverse cultural context;
- Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook);
- Good communication and writing skills;
- Ability to work under pressure;
- Ability to work independently and in team ;
- Fluent knowledge of spoken and written English language; native or excellent knowledge of Armenian language;
- Good command of another IFRC official language (French, Spanish or Arabic) is preferred.
