JOB DESCRIPTION: 
UNWFP Armenia is seeking a candidate who will coordinate and provide high quality, client-focused and value-for-money oriented administration services. The successful candidate will ensure transparency, data integrity, client satisfaction, efficient and effective use of the entrusted resources and will commit to deliver the best services to reach the programme goals. Under the overall guidance of the Country Director the Administration Associate will directly report to the Finance Officer.
RESPONSIBILITIES: 
- Plan and manage the administration unit annual work reflecting the requirements from all units, define key performance indicators to evaluate the unit work. Verify resource requirements in the area of responsibility (WFP facilities, assets, light vehicle fleet, etc.), and assist in the identification of new requirements to facilitate efficiency and cost-effectiveness of operations and services;
- Contribute to planning, monitoring and processing administrative actions related to procurement, including contracts with external vendors to ensure all data is accurately and timely recorded, processed in WFP corporate systems and any operational issues addressed;
- Responsible for provision of services such as facilities management, travel, protocol and light vehicle management reporting any discrepancies to the supervisor for consistent and timely delivery of services, to ensure the provision of a safe and comfortable working environment for WFP staff:
a) Coordinate and manage the activities of the drivers, to ensure individual and team objectives are met in compliance with all relevant regulations, policies, and procedures, and performance plan;
b) Manage the office fleet, ensure that the vehicles are timely maintained and repaired, analyze the expenditures, explain fluctuations. Ensure timely renewal of fleet. Explore and negotiate with other agencies on the possibility to implement common UN fleet management. Introduce vehicle tracking system;
c) Manage leases, ensure that data on leases are timely updated in the corporate systems to be IPSAS compliant;
d) Manage office assets, make sure that the office has all necessary assets for continuous work;
e) Make travel arrangements in line with administrative rules and procedures;
f) Manage office facilities, review facility maintenance budget, manage office maintenance and renovation, support in providing staff with appropriate office space;
- Represent WFP at UN Operational Management Team Meetings replacing Finance Officer when needed, explore the opportunities for WFP in the framework of "One UN" and shared services. Show initiative in finding out new more efficient ways of doing business;
- Answer a range of queries related to the provision of administrative services in order to support the resolution of daily issues;
- Support the production of various data, compile and prepare reports in order to contribute to the provision of accurate information for informative decision-making and to support the effective and timely management of WFP resources;
- Adapt and update administrative processes, supporting the implementation of operating procedures, in order to contribute to the continuous improvement of administration services in the area of responsibility;
- Provide training and guidance to the staff in interpretation of administrative procedures, policies, processes, and use of corporate systems to ensure consistency and efficiency of services provided to all clients;
- Ensure all necessary administrative arrangements are properly made for the organization of the Country Office events;
- Perform other related duties as required.
REQUIRED QUALIFICATIONS: 
- Education: Completion of secondary school education. Bachelor's degree in Business Administration, Management, Finance, Economics or other relevant field is desirable;
- Experience: At least 4 years of progressively responsible work experience in general administrative work, office management, customer service and business support in the public or private sector;
- Knowledge and Skills: Ability to interpret administrative rules, regulations and procedures and explain them clearly and concisely; proficiency in use of spreadsheets, word processing and computerized accounting systems; ability to analyze and interpret information and draw out key messages; ability to initiate and adopt changes; good writing and communication skills; ability to work under pressure and meet tight deadlines;
- Languages: Fluency (level C) in English and Armenian languages; working knowledge (level B) of Russian language is desired.

The four main pillars of WFP’s CSP 2019 - 2024 will be the continuation of its school feeding programme with a clear handover strategy for a full ownership of the programme by the Government of Armenia by 2023; the establishment of effective and sustainable, nutrition sensitive food value chains; support the Government in tackling malnutrition; and emergency preparedness and response. Capacity strengthening will be a cross-cutting effort at all level and will be key to ensure sustainability of the programmes and activities.
