JOB DESCRIPTION: 
Eurasia Foundation (EF) is seeking a Chief of Party (COP) to lead the implementation of a new initiative in Armenia, with a budget of up to $10 million over 5 years. The initiative aims to promote human rights and fundamental freedoms by preventing and responding to human rights violations and enhancing rights protection in Armenia.
RESPONSIBILITIES: 
The COP will provide overall vision, leadership, and guidance for the activity, coordinating with regional, national, and local Armenian institutions, the USAID/Armenia Mission, the host government, and other stakeholders. Based full-time in the programmatic office in Yerevan, with frequent travel across Armenia, the COP will oversee project management and technical operations, ensuring project tasks and objectives are met. As the primary point of contact with USAID, the COP will lead the implementer’s team and manage day-to-day activity implementation. They will ensure all assistance is technically sound and appropriate, supervise all personnel, and report regularly on activity progress. The COP will also manage the preparation and presentation of work plans, MEL plans, and reports. Ideally, the COP will be a U.S. or third-country national. Specifically, the COP’s responsibilities include:
- Full responsibility and decision-making for technical and administrative aspects of the implementation and management of the initiative in coordination with the EF HQ Program Management Unit (PMU);
- Serve as the primary point of contact for USAID and ensure the successful provision of technical assistance including coordinating and communicating with the USAID Agreements Officer, Agreements Officer’s Representative, Activity Managers and other relevant USAID staff and counterparts;
- Ensure smooth office operations as well as financial management of the program and perform quality control of all project deliverables by full-time staff and consultants;
- Manage subrecipients to ensure timely and high-quality completion of their obligations;
- Provide technical guidance and oversight to USAID grants pool;
- Lead the development and delivery of annual work plans, quarterly progress reports, final report, and other updates and reports as requested;
- Attend technical meetings relevant to assigned work to support the team when needed.
REQUIRED QUALIFICATIONS: 
- At least 10 years of experience managing complex international programs (implementation, logistics, budgeting, staffing), preferably USAID-funded and conducted in the South Caucasus region, Eastern Europe, or Eurasia;
- Master’s degree in public administration, political science, international relations, or related field required;
- Knowledge of capacity building and strategy development regarding human rights, legal frameworks for human rights protection, human rights government agencies oversight mechanisms, civic engagement regarding human rights;
- Experience in working with NGOs, Human Rights Oversight Organizations, and Civil Society;
- Demonstrated skills in effectively working, coordinating and negotiating with centralized government officials and institutions, donors, other USAID projects, U.S. embassies, local organizations and partners;
- Prior experience in successfully identifying, establishing and nurturing partnerships with a variety of stakeholders; host government, civil society, international and US donors;
- Ability to successfully manage and develop staff in an ambiguous and rapidly developing environment as demonstrated by past experience;
- Ability to perform internal control functions, manage day-to-day operations and provide deliverables of the project;
- Previous experience providing technical guidance and leading USAID grants pools for local organizations;
- Monitoring and Evaluation experience;
- Fluency and excellent writing skills in English is required;
- Knowledge of Russian or Armenian is preferable.

REMUNERATION/ SALARY: 
$130,000 - $160,000 Hiring salary is determined in consideration factors that include (but are not limited to) responsibilities of the role, education, experience, knowledge, skills, and abilities, as well as internal equity and alignment with market data.
