JOB DESCRIPTION: 
The Center for International Private Enterprise (CIPE) is seeking a full-time Investment Security Specialist to support the implementation of the project “Responding to the Threat of Corrosive Capital in Armenia: Phase III” under the UK Integrated Security Fund (ISF). This position will be based in Yerevan, Armenia and will play a key role in advancing CIPE’s efforts to institutionalize Armenia’s investment security mechanisms and reduce vulnerabilities to corrosive capital.
RESPONSIBILITIES: 
- Serve as CIPE’s technical lead in Armenia on investment screening and economic security-related reforms.
- Coordinate the multi-agency Investment Security Working Group (ISWG) and ensure its effective engagement and output.
- Provide expert analysis on foreign direct investment trends, sanctions evasion risks, and governance gaps related to critical sectors (e.g., energy, telecom, transport, financial services).
- Support the development and implementation of a national Investment Screening Framework, aligned with international best practices (e.g., OECD, FATF, EU).
- Engage with government agencies, civil society, private sector, and media to foster collaboration and dialogue on economic security.
- Liaise with CIPE partners such as the CELIS Institute, Ameria, and the Center for the Study of Democracy to deliver policy simulations, regional peer exchanges, and technical workshops.
- Draft policy briefs, guidance notes, and contribute to annual economic security publications.
- Monitor risks of corrosive capital and contribute to the development of sustainable tools for investment due diligence and risk assessment.
REQUIRED QUALIFICATIONS: 
- Advanced degree in Law, Political Economy, International Relations, Economic Security, or a related field.
- At least 5 years of professional experience in economic governance, national security, regulatory affairs, or foreign investment screening.
- Strong knowledge of Armenia’s regulatory, legal, and institutional landscape, particularly in investment-related sectors.
- Familiarity with international frameworks such as FATF, OECD, EU FDI screening, and sanctions regimes.
- Experience working with government agencies, think tanks, or donor-funded programs in Armenia or the region.
- Strong analytical writing, communication, and stakeholder coordination skills in both Armenian and English.
- Commitment to CIPE’s mission and understanding of corrosive vs. constructive capital dynamics is essential.
Preferred Qualifications:
- Experience facilitating multi-stakeholder groups or reform coalitions.
- Familiarity with economic due diligence tools or national security risk assessment methodologies.
