JOB DESCRIPTION: 
The EBRD-supported Investment Council in Armenia is one of 11 Investment Councils (ICs) currently supported by EBRD as part of the Bank’s Investment Climate and Governance Initiative (ICGI) and funded by the UK Government’s Good Governance Fund (UK GGF), under the EBRD-UK Investment Climate and Governance Fund programme. The ICs play a key role in efforts to improve the business and investment climates in their countries, by providing a platform for public-private dialogue between senior government figures and representatives from the private sector. This public-private dialogue between the authorities and private sector is essential for identifying the key challenges for businesses and investors and shaping the necessary reforms to address them. It also provides governments with the necessary support from the private sector to deliver these reforms. The ICs have also been playing an important role in supporting implementation of other EBRD-supported technical assistance projects, including in response to the impact of the war in Ukraine and Covid-19 on businesses.
The core role of the IC in Armenia is to serve as the Secretariat to the SME Council, facilitating the relationship between the government and the business community and providing expert economic and legal analysis and advice to support the work and deliberations of the Council.
The EBRD is seeking a Communications and Public Relations Expert to assist with communications and public relations expertise to promote the work and visibility of the Armenia IC and the SME Council.
RESPONSIBILITIES: 
The tasks of the consultant will include, inter alia, the following:
- Advise the Senior Consultant on effective media/communication strategy and lead on its delivery;
- Introduce new public relations and communications initiatives promoting the role of the EBRD and the council to business and society, donor organizations, media, and other stakeholders;
- Lead on the development and implementation of donor visibility initiatives, highlighting the support of the UK Good Governance Fund to the ICA;
- Manage the day-to-day public relations and communication activities of the Council;
- Work on and organize regular updating of the Council’s website in Armenian and English;
- Organise and authorize interviews highlighting the Council's activities and achievements. Draft press releases, outreach materials, briefing papers or background materials aimed at raising public awareness on the Council’s activities;
- Provide support in maintaining positive relationships as well as developing professional contacts and relationships with the press, local national and international journalists, TV channels, etc. to ensure timely and high-quality media coverage of the Council’s activities;
- Contribute to the development of booklets, video materials (script), news bulletins, etc. on the Council and ICA activities through the collection and processing of relevant information;
- Carry out information dissemination and administrative support of the Council's secretariat activities;
- Assist the Senior Consultant as necessary in supporting Council deliberations;
- Provide technical assistance in preparing the Council sessions;
- Under the direction of the Senior Consultant agree on and assist the Council secretariat in the preparation of agenda and necessary documents, including ensuring that appropriate documentation is provided, for holding the Council sessions as well as various meetings, working groups, and round tables;
- Record the sessions of the Council, round tables, and working groups and the decisions resulting from them in Armenian and English;
- Under the direction of the Senior Consultant, participate in public relations activities of programs and projects carried out by international organizations in the development area of business (particularly SME) development and investment attraction;
- Screen the daily news for articles of interest to the ICA and the Council, trace media coverage of Council events, prepare press clippings, and share these with the Senior
Consultant on a weekly basis;
- Keep track of ICA and Council promotional matters, maintain video and photo archives;
- Interpret at meetings and translate program-related documents. Draft letters, invitations, and documents. Accompany the Senior Consultant and the Head of Council secretariat during events. Prepare briefing packages;
- Assist the Senior Consultant in reporting about Council activity to the EBRD and to local audiences;
- Prepare reports summarising the achievements of the policy dialogue, which will be provided to the Council;
- Prepare quarterly and annual reports for the Senior Consultant summarising the achievements of the assignment to be submitted to the EBRD's Operation Leaders;
- Occasionally participate in conferences and workshops, where appropriate, on investment climate with a view to learning lessons from the experiences gained by other countries that have faced similar issues and to exchanging ideas with them on how to address common situations;
- Perform any other tasks that may arise.
REQUIRED QUALIFICATIONS: 
EBRD intends to select and contract an individual consultant (the “Consultant”) with the following resources and/or expertise:
- Background in business, economics, communications or related field, with preferably at least one postgraduate degree in one of these subjects;
- A minimum 3 years of relevant work experience in public relations and communications – preferably with international organisations and/or donors;
- Experience in working with email marketing tools and social media tools;
- Proven track record in implementing successful public relations and communications initiatives;
- Ability to interact effectively with senior officials in government and the business community;
- Ability to work effectively in a team, and to prioritise and work under pressure;
- Excellent written and verbal communication skills in Armenian and English languages.
