JOB DESCRIPTION: 
Tumo is looking for a Construction Field Buyer who will be responsible for procuring local and foreign services, works, goods in construction field.
RESPONSIBILITIES: 
- Conduct market research and have knowledge of construction field;
- Responsible for suppliers’ relationship management;
- Responsible for contracting, RFx, tenders launching;
- Responsible for PO and contract database controlling;
- Liaise between internal and external parties;
- Make or buy analysis;
- Negotiate with suppliers, save assurance;
- Responsible for contract negotiations;
- Analyze and evaluate the RFPs, tenders by making recommendations;
- Set up KPIs;
- Deal with freight forwarders;
- Responsible for suppliers’ evaluation;
- Deal with claims and discrepancies;
- Train the staff on procurement procedures;
- Responsible for savings presentation preparation;
- Analyze the donors’ procurement requirements and its implementation.
REQUIRED QUALIFICATIONS: 
- University degree in Economics, Finance, MBA, Procurement, Supply Chain, Logistics;
- At least 3 years of work experience in construction field procurement and market research;
- Work experience with the EU procurement rules is preferable;
- Excellent knowledge of English, Armenian and Russian languages;
- Excellent knowledge of MS Office programs (Word, Excel, PowerPoint);
- Knowledge of purchasing practices and rules;
- Knowledge of ERP;
- Strong communication and negotiation skills;
- Ability to conduct market researches, making recommendations and taking decisions;
- Honest, trustable and flexible person;
- Willingness to learn, to discover new technologies;
- Ability to prepare reports, presentation and train PO admin.

ABOUT COMPANY: 
Tumo is a free after-school program designed for teens. Since the program's launch in 2011, four Tumo centers have opened their doors in Armenia: in Yerevan, Dilijan (in collaboration with the Central Bank), Gyumri and Stepanakert (in collaboration with AGBU). A new, fifth Tumo center is planned to launch in the northern border village of Koghb, in Tavush. Under the Tumo educational program, students get acquainted with four main focus areas: animation, web design, game development and filmmaking, and ten complementary skills, including robotics, programming, photography, music and more.
