JOB DESCRIPTION: 
Within the scope of "Digital Armenia Transformation Agenda (DATA)" programme which has been launched by the World Bank Group (WBG) and the Ministry of High-Tech Industry of RA, the WBG has committed to reinforce the efforts of the Ministry in conducting a digital economy strategic assessment by providing both international and local expertise to plan, design and implement a Digital Economy Strategic Assessment (DESA). Through this announcement, the WBG seeks to hire two individual short-term Consultants to fulfill the following:
- Collection of complete and comprehensive qualitative and quantitative data with the DESA online survey tool, creation of a database with functionality to aggregate, process and draw comparisons between answers to various interlinked questions;
- Verification of the collected survey answers referring to other available sources of information, normative regulatory documentation and via conducting cross-checking interviews;
- Provision of a sophisticated and comparative analysis and interpretation of the meaning of survey data;
- Production of a dashboard to track the follow up to the survey, in terms of progress in digital development of Armenia;
- Production of a comprehensive draft analytical report, including expert conclusions and policy recommendations;
- Planning and moderation of DESA report verification workshops;
- Procurement and summarize the workshops outcomes;
- Production of final report, subject to WBG and MHTI review, and its presentation to the Ministry of High-Tech Industry.
For implementation of the assignment the Consultant will work both at the Ministry of High-Tech Industry (MHTI) and in the World Bank Armenia premises. The Consultant will report to the designated staff of the MHTI and WBG, to be identified upon contract inception.
RESPONSIBILITIES: 
- Liaise with key stakeholders to ensure a reasonable response rate from public sector institutions, business community, academic and research institutions, and civil society by providing help-desk support to the survey respondents;
- Implement data quality control and initial data analysis;
- Effectively communicate any issues with the survey to the local coordinator from WB and the designated staff of the Ministry of High-Tech Industry (to be identified upon contract inception);
- Regularly check completeness of responses, monitor and evaluate survey progress and performance, using sample disposition reports and response rate calculations;
- Categorize, calculate, audit, verify information or data, including verifying data sources provided by the respondents;
- Gather missing information and if necessary, contact respondents for clarifications using methods such as interviews, focus groups, public opinion polls in social media, literature and file reviews and other relevant sources on the following aspects: legal framework, availability and architecture of data and best international practices;
- Evaluate information to determine compliance with standards using relevant information and individual judgment to determine whether things and processes comply with laws, regulations, or standards;
- Analyze data or information, identifying the underlying principles, reasons, or facts of information by breaking down information or data into separate parts;
- Interpret the meaning of information for others, by translating or explaining what information means and how it can be used;
- Prepare and present summaries and analyses of survey data, including tables, graphs, and fact sheets that describe survey techniques and results both in the process and on completion of the analysis;
- Provide support in organizing meetings, interviews and workshops if necessary;
- Develop and implement effective moderation plans, select and use suitable facilitation techniques during the verification workshops;
- Support the World Bank and MHTI teams in coordination with stakeholders to create and organize a multi-stakeholder dialogue platform to support DATA-related activities;
- Develop constructive and cooperative working relationships with others, and maintaining them over time.
Deliverables:
The sought Consultants are to deliver the following in the end of their assignment, in coordination with other identified consultants and World Bank and MHTI staff (as identified at contract inception):
- Data input into the DESA survey database;
- Comprehensive database of stakeholders;
- Comprehensive inventory of reviewed literature, files, previous surveys, normative-regulatory documents, etc.;
- Data analysis and expert conclusions and recommendations based on analytical work, in close consultation and with coaching from international consultants engaged for the same tasks;
- Final presentations to be delivered to MHTI, including review of the WB;
- Participate for organization of the DESA verification workshops (at least 2), including documentation;
- Provide related ad hoc information and data by telephone, in writing form, e-mail or in person.
REQUIRED QUALIFICATIONS: 
- Master's degree in STEM, Statistics, Computer Science, Economics/ Econometrics, Business Analytics or Data Science, Sociology, or related fields;
- At least 3 years of recent experience in an applied research/ data management environment, conducting qualitative in-depths interviews, focus groups, etc.;
- Excellent knowledge of Armenian and English languages, both written and spoken;
- Ability to perform analysis, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems;
- Active listening skills: giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times;
- Active learning skills: understanding the implications of new information for both current and future problem-solving and decision-making;
- Systems analysis skills: determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes;
- Systems evaluation skills: identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system;
- Deductive reasoning: the ability to apply general rules to specific problems to produce answers that make sense;
- Inductive reasoning: the ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events);
- Technical skills: general knowledge of digitalization and digital economy; ability to manipulate large, complex data sets using a variety of software;
- Operational skills: ability to manage multiple concurrent projects, reason analytically, and work effectively with people possessing different levels of technical knowledge; ability to work independently, and as a part of team; knowledge of business processes and excellent critical thinking skills;
- Communication skills: effective oral communication skills and proficiency in producing technical reports; proven skills in communicating survey results orally and in writing to different audiences.
