JOB DESCRIPTION: 
The GIZ Country Office Armenia is seeking for a qualified candidate for the position of Contracting and Procurement Specialist, responsible for the control, preparation and implementation of the procurement process of services and goods for the GIZ office and projects/ programmes in accordance with GIZ rules and conditions.
RESPONSIBILITIES: 
- Responsible for the conclusion of financing contracts up to a defined value limit from the clarification of needs with internal customers to the conclusion of the contract;
- Advise internal customers in Armenia on completion of financing contracts, clarification and choice of the right financing instruments;
- Examine all prerequisites necessary for the conclusion of the contract;
- Responsible for determination of the commercial conditions and processing modalities;
- Provide efficient, competent and appropriate public procurement law and commercial support;
- Responsible for the coordination of procurement law requirements for procurements for GIZ projects in Armenia as well as smooth implementation of tender processes;
- Accompany tenders that are in preparation until they are ready to be awarded according to the necessary standards;
- Contribute to the standardization and streamlining of business processes as well as conceptual tasks for the further development of procurement and contracting processes;
- Provide comprehensive advice to the internal customers on services or material goods procurement;
- Responsible for control, preparation and implementation of the process for tenders for the procurement of services or goods as well as ensuring the legally compliant implementation;
- Provide support to the creation and quality assurance of tender documents; development, preparation and legal and economic negotiation of contracts, in particular special contract formats with contractors;
- Organize the logistical shipment and safe transfer of goods to their destination; process service disruptions;
- Process respective documentation and filling as required;
- Responsible for further development, monitoring and quality assurance of operational processes in contract and procurement management at GIZ.
REQUIRED QUALIFICATIONS: 
- University degree, preferably in Economics, Law, or equivalent skills and professional experience in commercial activities and contract management;
- At least 3 years of professional experience in a comparable position;
- High affinity to IT-relevant topics and digitization processes as well as public procurement law knowledge of the national and EU-wide framework conditions;
- Several years of professional experience in the field of procurement, taking into account public procurement law or a comparable area of responsibility;
- In-depth knowledge of GIZ's internal processes and procedures is an advantage;
- Knowledge of procurement and contract law would be an advantage;
- Good judgement, strong negotiation and communication skills, power of deduction and a high degree of integrity;
- Strong team player and high social skills;
- Very good MS Office skills; ideally experience in dealing with SAP or other procurement software;
- Proficiency in English and Armenian languages; further language skills in German are an advantage;
- Willingness to upskill as required by the tasks to be performed: corresponding measures are agreed with management.
