DESCRIPTION OF THE INTERVENTION
The UNHCR funded project Evidence-based Assessment of Early Warning Systems and Community Resilience to Strengthen National Disaster Risk Management in Armenia, implemented by HEKS-EPER Armenia announces a call on Data protection training for HEKS/EPER internal staff.
HEKS-EPER works in development cooperation and Humanitarian Aid in over thirty countries around the world. HEKS-EPER supports local initiatives of partner organizations in the field of civil society development, rural development, income generation and humanitarian aid intervention as well as implements the projects, mandated by institutional donors, such as EU, DANIDA, SDC etc.
The DRR project in Armenia aims to strengthen community resilience and risk-informed development through integrated disaster risk management, climate change adaptation, and stakeholder engagement.
The Government of Armenia has identified disaster risk management (DRM) as a national priority, as reflected in the adoption of the 2023–2030 DRM Strategy and the new Law on Disaster Risk Management and Population Protection (April 2025).
PURPOSE AND SCOPE
Training:
HEKS/EPER is inviting applications from qualified data protection professionals to deliver a targeted, one-day training for staff in Armenia. The training shall be structured in accordance with the applicable Armenian data protection legislation, the General Data Protection Regulation (GDPR) where relevant, and institutional policies established by UNHCR and HEKS/EPER.
This initiative is part of HEKS/EPER’s ongoing commitment to enhance internal compliance mechanisms and foster a culture of responsible data stewardship within its operations.

CRITERIA AND QUESTIONS
The aim of the training is to equip HEKS/EPER Armenia staff with a practical and operational understanding of data protection principles and regulatory requirements, enabling them to responsibly handle personal data in compliance with Armenian data protection laws, alignment with government data protection procedures in disaster contexts, the EU General Data Protection Regulation (GDPR), and internal policies of HEKS/EPER and UNHCR.
Trainers must consider practical implementation, not just legal theory, and encourage a participatory, case-based approach.
RESPONSIBILITIES:

METHODOLOGY AND PROCESS
The expert is expected to:
- Design a one-day interactive training session (Hybrid) tailored to the humanitarian/NGO context which will cover informed consent practices, data minimization, retention and destruction protocols, third-party sharing and data breach response;
- Integrate institutional guidelines and local legal frameworks;
- Provide training materials, handouts, or digital resources for ongoing reference;
- Offer post-training tools (e.g., checklists, templates, or quick guides);
- A briefing session or scenario-based training linked to the specific survey and assessment workflows of the project (e.g., mobile data collection, audio recordings, GPS data, etc.);
- A post-training evaluation or quiz.
MANAGEMENT ROLES AND RESPONSIBILITIES
Project team will ensure all organizational details, related to the training venue and participation.

QUALIFICATIONS
The expert is expected to meet the following qualifications:
- Experience working with NGOs, international organizations, and/ or in humanitarian contexts;
- Proficiency in data protection risk assessment tools (e.g., DPIAs);
- Ability to translate complex legal concepts into actionable guidance;
- Strong facilitation and stakeholder engagement skills.
