DETAIL DESCRIPTION: 
Habitat for Humanity Armenia (HFHA) is seeking the services of a consultant or a consulting company to provide expert support in planning and developing a five-year strategy in Energy Resilient Housing program for HFHA aiming to increase the scale, impact, and sustainability of the organization’s work in modernization and
energy resilience of the housing stock.
Introduction and Background
Habitat for Humanity Armenia is the national office of Habitat for Humanity International founded on the conviction that everyone should have a decent place to live. From 2000 to end of 2022, through the work of Habitat Armenia, more than 8,300 low-income families have found new hope in the form of affordable housing.
Since 2011, by partnering with the government, financial institutions, local municipalities, as well as international organizations, homeowner associations and tenants of residential buildings, HFHA initiated projects aimed at the improvement of maintenance, management and energy upgrade of residential buildings.
Considering increasing focus on energy security and resilience in housing sector, currently, HFHA is working to refine its programmatic focus and define its model of operations aiming to increase significantly its scale, impact and resources in modernization and energy upgrade of housing stock in Armenia. A systematic approach is very important to respond to the main challenges in this sector. Thus, HFHA addresses poor housing and energy
poverty issues in Armenia through collaboration, synergies and market development facilitation.
Purpose, Objective, and Audience
HFHA requires the services of a consultant or a consulting company to facilitate the development of a 5-year strategy for Energy Resilient Housing (ERH) Program for HFHA based on the organization’s core mission and sector related experience. The consultant will be tasked with the following:
1. Propose a participatory process for stakeholders’ engagement and strategy development,
2. Develop stakeholders’ engagement and strategy development plan,
3. Conduct interviews and facilitate workshops with identified stakeholders to develop the program strategy
and implementation plan.
4. Document the regional strategy and implementation plan.
5. Define funding opportunities and pipeline.
The engagement will be carried out in Armenia.
The audience to this engagement and its results is HFHA National Office (NO), Habitat for Humanity EMEA Area Office (AO), and strategic partners.
Scope of Work
A combination of the following activities would be confirmed after engagement with the selected consulting entity:
1. Study and understand Habitat’s internal knowledge and expertise:
a. Pre-read of all relevant internal materials related to HFHA’s previous expertise;
b. Map out and put together projects and programs HFHA had on energy resilience and
modernization of housing stock;
c. Interviews with internal stakeholders and external stakeholders (HFHA, HFH EME AO).
2. Propose a participatory process for stakeholders’ engagement and strategy development:
a. Review key HFHA documents;
b. Consult key stakeholders to understand expectations and organization dynamics;
c. Propose a participatory approach for engaging different groups of stakeholders during the strategy development process.
3. Develop stakeholders’ engagement and strategy development plan:
a. Map out internal and external stakeholders based on consultation with HFHA NO and HFH EMEA AO;
b. Propose a stakeholders’ engagement plan;
c. Propose a strategy development plan and schedule.
4. Conduct interviews and facilitate workshops with identified stakeholders in order to:
a. Identify market and sector gaps and needs;
b. Define shared understanding of the poor housing issues and energy poverty context;
c. Define value proposition, strategic directions, programmatic priorities and funding mechanisms;
d. Identify possible partners per strategic direction and design local and regional collaboration model, areas of synergies and shared resources/services;
e. Once strategy and mapping is ready have a workshop with all the internal stakeholders HFH EME AO and HFHA NO to have a common understanding and develop an implementation plan for the strategy.
5. Document the energy-resilient housing program strategy of HFHA and the implementation plan that should include:
a. Value proposition;
b. Programmatic priorities;
c. Strategic objectives;
d. Targets to be achieved;
e. Collaboration model with key partners;
f. Funding resources aligned with strategic directions;
g. Programmatic interventions;
h. Indicative resources required.
Methodology and Process
The exact methodology is to be determined based on the consultant’s recommendations and final decision of designated Habitat for Humanity staff. It will involve the review of HFH’s key documents, consultations with key internal stakeholders and participatory workshops.
The assignment will be undertaken through the overall coordination of HFHA and HFH EME designated staff. Regular and as-needed project management meetings with designated staff will be held.
Deliverables, Schedule and Budget
The assignment will be carried out within two and half months from the date of signing the contract with the Consultant. Habitat for Humanity Armenia will entertain recommendations on the Project schedule and budget from the consulting entity. Additionally, the Organisation will entertain suggested amended deliverables, but the Organisation would expect to receive the following:
- An inception plan with a timeline, covering the areas of the scope of work;
- HFHA five-year ERH program strategy document;
- Implementation Plan of HFHA ERH program strategy.
REQUIREMENTS: 
Required competencies and experience:
The successful consulting entity will have the following mix of expertise:
- Experience and proven record in applying systems approaches to complex developmental problems;
- Experience in strategy development and planning;
- Knowledge in market development approaches;
- Experience in project design and implementation in housing and residential energy efficiency sectors;
- Proven record in facilitating engagement with various stakeholders across multiple sectors (both communities, public and private);
- Excellent facilitation skills;
- Excellent analytical, writing and presentation skills;
- Proficiency in spoken and written Armenian and English languages.

Consulting entities must submit the following information to be considered:
- Description of all products and services supplied relevant to this ToR;
- Understanding of this assignment;
- Description of the proposed methodological approach;
- Description of deliverables;
- Estimated budget and resources required (Costs include, but are not limited to, fixed pricing & deliverables, billable hours, taxes, etc.);
- Project schedule & work breakdown structure, which identifies timelines, key milestones, project phases, or other project plan information;
- Annexed to the proposal should be CV(s) and reference letters (3).
Selection process and criteria
All proposals will be evaluated systematically, based on the following key criteria:
- Quality of the methodological proposal: aspects that will help us to assess their suitability for that which is proposed in the RFP, quality of the proposal, feasibility, etc.;
- Profile and competencies of the consulting team: knowledge, experience, composition and other necessary competencies;
- Suitability of the financial proposal: for the activities laid out in the methodology, within the financial possibilities of the project, etc.;
Short-list Selection
Consulting entities who have demonstrated their capacity to meet our needs will be contacted via phone and/or email to be notified of their selection to move forward in the RFP process. Consulting entities, who have not been selected, will not be contacted

HFHA reserves the right to accept or reject any or all responses received, negotiate with all qualified Respondents, cancel or modify the RFP in part or in its entirety, or change the response guidelines, when it is in its best interest.
