JOB DESCRIPTION: 
Tetra Tech ES, Inc. Branch in Armenia is seeking an Environmental Specialist for USAID/ Armenia’s new energy activity, Energy Secure Armenia (ESA), to support all environmental compliance and review activities.
The purpose of USAID’s Energy Secure Armenia (ESA) activity is to bolster Armenia’s energy security by promoting a shift to renewable energy sources (RES), further power market liberalization and trade, and promote greater energy efficiency. This will be done by assisting the Government of Armenia (GOAM), the Public Service Regulatory Commission (PSRC), the private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, and lessen greenhouse gas emissions, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth. ESA builds on the USAID Market Liberalization and Electricity Trade (MLET) project which Tetra Tech currently implements.

RESPONSIBILITIES: 
- Ensure all ESA interventions are compliant with USAID environmental regulations, including but not limited to ADS 204 and 22 CFR 216;
- Ensure that ESA interventions prioritize environmental sustainability, efficient natural resource use and climate resiliency where possible;
- Produce and monitor implementation of environmental monitoring and mitigation plans (EMMPs) for renewable energy and energy efficiency projects that ESA designs and supports installation of in residential, commercial or industrial settings;
- Ensure integration of environmental lens and advise on selection, design and implementation of ESA’s renewable energy and energy efficiency pilot projects;
- Support renewable energy project developers in complying with Armenian and international environmental rules and guidelines, including topics such as equipment certification, system design, installation, operation and maintenance, and waste management;
- Provide technical assistance to renewable energy project developers for meeting investors’ environmental compliance criteria;
- Advise on environmental and climate resiliency components of relevant Armenian laws, policies and strategies that ESA drafts, revises or reviews;
- Support the development of ESA knowledge and communication products, and collection of performance indicator data;
- Support development of ESA contractual deliverables as needed, including annual work plans, quarterly and annual reports, and others;
- Perform other relevant duties as assigned.
REQUIRED QUALIFICATIONS: 
- Bachelor’s degree in Environmental Science, Engineering or another related field;
- At least 5 years of experience in an environmental specialist or reviewer role;
- Fluency in Armenian, English and Russian languages (reading, writing and presentation skills) with strong oral and written skills;
- Experience in using Microsoft Office;
- Experience with social media platforms;
- Excellent time management and organizational skills;.
- High level of professionalism and tactfulness.
PREFERRED QUALIFICATIONS:
- Master’s degree in Environmental Science, Engineering or another related field;
- Experience in working on USAID- or other donor-funded projects;
- Experience in and knowledge of Armenia’s energy sector.
