JOB DESCRIPTION: 
Tetra Tech ES, Inc. Branch in Armenia is seeking an Environmental Specialist to support all environmental compliance and review activities and conduct relevant environmental monitoring of all relevant Energy Secure Armenia activities. This aims to ensure that Energy Secure Armenia is complaint with all USAID and Armenian environmental regulations and mitigate or avoid environmental and climate change impacts of activities.
The purpose of USAID’s Energy Secure Armenia Activity (“the Activity”) is to bolster Armenia’s energy security by promoting a shift to renewable energy sources, furthering power market liberalization and trade, promoting greater energy efficiency and planning for emergency situations. The Activity assists the executive and legislative branches of the GOAM, private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, lessen greenhouse gas emissions, enhance electricity system cybersecurity, increase cross-border electricity trade, and prepare for emergency situations, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth.
This position involves part-time consultancy with Tetra Tech ES, Inc. Branch in Armenia, but is subject to discussion with candidates. Hiring may be contingent upon USAID approval. RESPONSIBILITIES: 
- Ensure all Energy Secure Armenia Activity’s interventions are compliant with USAID environmental regulations, including but not limited to ADS 204 and 22 CFR 216, and relevant Armenian environmental regulations;
- Develop, review and monitor implementation of environmental monitoring and mitigation plans (EMMPs) and environmental review checklists (ERCs) for renewable energy and energy efficiency projects that Energy Secure Armenia facilitates;
- Facilitate and provide supervision services for various energy projects, including envisioned energy efficiency retrofits for public buildings;
- Travel to pilot project sites to gather data and ensure environmental compliance, and engage with local government authorities, designers, vendors, and engineers including but not limited to designing and facilitating trainings on environmental compliance topics;
- Produce reports on EMMP and ERC implementation as needed;
- Design and lead capacity-building activities relevant to environmental monitoring and mitigation, including trainings on topics included in EMMPs and ERCs;
- Ensure integration of environmental lens and advise on selection, design and implementation of Energy Secure Armenia’s renewable energy and energy efficiency pilot projects;
- Ensure that Energy Secure Armenia interventions prioritize environmental sustainability, efficient natural resource use and climate resiliency where possible;
- Support renewable energy and energy efficiency project developers in complying with Armenian and international environmental rules and guidelines, including topics such as equipment certification, system design, installation, operation and maintenance, and waste management;
- Provide technical assistance to renewable energy project developers for meeting investors’ environmental compliance criteria as needed;
- Advise on environmental and climate resiliency components of relevant Armenian laws, policies and strategies that Energy Secure Armenia drafts, revises or reviews;
- Contribute to data collection and verification for the Activity’s monitoring, evaluation and learning efforts;
- Contribute to Activity communications products and success stories;
- Contribute to annual Activity work planning;
- Provide relevant inputs on all monthly, quarterly, annual USAID reports, ad-hoc communications or client requests; and
- Perform other related tasks as assigned by management.
REQUIRED QUALIFICATIONS: 
- Bachelor’s degree in environmental science, engineering or another related field;
- At least 5 years of experience in an environmental specialist or reviewer role;
- Proven track record of designing, implementing and evaluating environmental compliance activities for projects in Armenia;
- Strong quantitative and analytical skills and ability to work independently;
- Ability to present, summarize, and communicate complex content;
- Excellent written and oral communication skills in Armenian and English;
- Effective communication and interpersonal skills;
- Demonstrate flexibility and dedication to assigned duties;
- Excellent time management and organizational skills; and
- High level of professionalism and tactfulness.
Preferred qualifications:
- Master’s degree in environmental science, engineering or another related field;
- Experience in working on USAID- or other donor-funded projects in Armenia;
- Experience in conducting environmental impact assessments; and
- Experience in working in or supporting energy sector institutions.
