JOB DESCRIPTION: 
Operational Context:
On 27 September 2020, heavy clashes were reported along the line of contact in and around the disputed territory of Nagorno-Karabakh, marking the first full-fledged escalation in the region since 2016. According to official figures, about 90,000 individuals have since been displaced from Nagorno-Karabakh to Armenia as a direct result of the conflict. Most of the arrivals are women and children (88% of the overall displaced population), the majority being hosted with relatives, and host families, but around one third under more precarious living conditions in collective shelters, such as hotels, sanatoriums, kindergartens and communal buildings with poor or non-existent heating, water and sanitation facilities. The Field Assistant will be working under the direct supervision of the Senior Community-Based Protection Assistant, assisting her/ him on assignments outlined in the job description. The incumbent will also receive guidance and advice from the Snr. Protection Officer. Since the position requires the incumbent to work in different communities (refugee and host communities) in Armenia and be involved in activities, such as outreach to persons of concern, and regular contacts with representative and volunteers within different communities, as well as with local authorities, the position will offer many travelling opportunities in Armenia. In this regard, the incumbent should be prepared to work independently and in the team with other UNHCR staff and NGO partners. The incumbent is expected to have a sound command or working experience in social and community-based protection activities and have good communication and sound interpersonal skills. The incumbent will be required to monitor NGO partners’ activities, participate in protection and assistance distribution monitoring, and ensure community-based protection and AGDM approaches to be mainstreamed and implemented in the framework of various programmatic and protection activities. The candidate will additionally be expected to support UNHCR Armenia in individual case management and counselling, as well as participate in monitoring and follow-up on specific individual cases. The proficiency in Armenian language is mandatory.
Organizational Setting and Work Relationships:
The Field Assistant is normally supervised by the Field Officer/ Associate and performs a variety of functions related to Field activities within the office. The supervisor exercises close control and regular review of the work processes and provides regular advice and guidance. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/ or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.
RESPONSIBILITIES: 
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions;
- Act as an interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries;
- Collect data and other information relevant to UNHCR and report to the supervisor accordingly;
- Keep regular contacts with local authorities and implementing partners as requested by supervisor;
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR;
- Liaise with local authority counterparts, partners and populations of concern;
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.
- Perform other job-related duties as required.
REQUIRED QUALIFICATIONS: 
- 1 year of relevant experience with high school diploma; or bachelor's degree or equivalent or higher;
- Certificates and/ or licences in Business Administration, Law or Political Science;
- Completion of UNHCR learning programmes or specific training relevant to functions of the position is desirable;
- For General Service jobs: Knowledge of English and/ or UN working language of the duty station if not English language.
