JOB DESCRIPTION: 
Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.
Armenian Branch of Association "Medecins Sans Frontieres" (Switzerland) supports Ministry of Health (MoH) of Republic of Armenia with the Hepatitis C elimination plan with evidence for optimized models of care to scale-up the access to Hepatitis C virus (HCV) care, and with the elimination-targets by expanding access to screening, diagnosis and treatment in Yerevan.
Main Purpose:
Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.
RESPONSIBILITIES: 
- Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures;
- Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them;
- Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes);
- Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations;
- Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management;
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities;
- Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software/ system;
- When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc);
- Controlling and ensuring that all receipts and documentation meet the Armenian Accounting requirements (procedures, deadlines, information, signatures ...). Tracking bills/vouchers, invoices and other running costs in order to give reliable and updated information;
- Ensuring a monthly account’s report in accordance with Armenian Accounting procedures, checking individual entries and preparing the necessary administrative documents (originals) as a basis for justification and explanation of payments and receipts made;
- Preparing the timely payment of taxes;
- Being responsible for the processing of accounting software ARMSOFT including checking the conformity of accounting supporting documents (orders, acceptance acts, donation certificates, invoices, business trips allowances, etc..);
- Being responsible for filing accounting documents and their annexes, preparing documents for audits, organizing the scanning of documents and archiving the mission’s financial documents in accordance with the local accounting requirements;
- Being responsible for making sure taxes on services and unjustified expenses are deducted when applicable, and that the tax reports are sent to the authorities in accordance with the local deadlines;
- Registering the employment contracts, and de-registering them when employment contracts have ended;
- Following changes made by the Ministry of Finance with regards to taxes, social benefits, legal obligations, etc. and informing your supervisor of the eventual impact these may have;
- Informing supervisors of any issues/problems that may arise in their job performance.
REQUIRED QUALIFICATIONS: 
- Education: Essential solid accountancy training and experience-professional accounting qualification;
- University degree in accounting, finance or business administration;
- Experience: Essential 4 years previous experience in similar relevant position jobs;
- Languages: Armenian (mother tongue); excellent command of English; knowledge of Russian and/or French is an asset;
- Knowledge: Essential computer literacy (word, excel, internet);
- Local accounting standards (ArmSoft), local law. Desirable MSF accounting software.

- Excellent writing, editing, and proofreading skills in Armenian and English;
- Proven ability to effectively manage relationships with internal and external stakeholder;
- Ability to handle a large volume of work and different projects at the same time;
- Outstanding proven time management and organizational skills, including the ability to prioritize ongoing vs. immediate need appropriately;
- Proven ability to work as part of a team and provide strategic vision and leadership;
- Willingness to travel within and outside of Armenia;
- Able to integrate into a multicultural team;
