Short Summary HEKS-EPER Activity
HEKS-EPER works in development cooperation and Humanitarian Aid in over thirty countries around the world. HEKS-EPER supports local initiatives of partner organizations in the field of civil society development, rural development, income generation and humanitarian aid intervention as well as implements the projects, mandated by institutional donors, such as EU, SDC etc.
Project Description
The DRR project in Armenia aims to strengthen community resilience and risk-informed development through integrated disaster risk management, climate change adaptation, and stakeholder engagement. The project is aligned with the Sendai Framework and Armenia’s DRM Strategy (2023–2030). .
General Position Summary
The Finance Manager is responsible for managing key financial and administrative tasks of the project, in line with HEKS/EPER’s internal policies, donor guidelines and local law requirements. He/She ensures the implementation of sound financial management systems within HEKS/EPR Armenia, prepares and submits financial reports and statements.

Key Responsibilities:
Project Financial Operations
- Maintaining an administrative and financial office system in accordance with all HEKS/EPER’s policies and procedures;
- Ensuring compliance of financial and administrative procedures with all local (Armenian) legal requirements and obligations (such as tax, social security, declarations, etc.);
- Implement, coordinate and monitor all needed financial operations according to HEKS/EPER policies and local law. Checking, approving and settling monthly bills and monthly payroll;
- Calculate, organize and execute any financial transactions according to HEKS/EPER policies and local law;
- Bookkeeping has to be conducted in a computerized double-entry accounting software with accrual principle;
- Provide financial reports to HO Tbilisi on a quarterly basis;
- Provide financial reports to the donor organization according scheduled timeline;
- Ensuring the preparation of documentation for the audit and that the audit is carried out in a timely fashion, as well as the implementation of the audit recommendation;
- Ensuring that HEKS/EPER’s procurement and logistics procedures are duly followed;
- Ensuring that HEKS/EPER’s HR procedures are adhered to
Project Administration
- Maintaining a complete and structured electronic and physical documentation and filing system (bookkeeping documents, HR documents, project documents);
- Ensure the proper use and maintenance of office equipment and office supplies, bringing any problems to the attention of the Manager and/or Director;
- Ensure that HEKS-EPER capital asset inventory information is updated and recorded;
- Support the Director and the financial manager of the HO with on-site monitoring visits and inform on findings.
The employee may be asked to perform duties and tasks not covered in this job description as well as to provide support in other areas when necessary.

Qualifications & Experience:
Education
University Degree in finance or a related field.
Experience
- At least 5 years of practical experience in finance, administration, and accounting;
- At least 5 years’ experience in an international development organization;
- Excellent knowledge of Armenian law requirements in bookkeeping and finance;
- Capacity to work independently and in a team.
Skills
- Fluency in oral and written Armenian and English languages;
- Computer skills: Excellent knowledge of Microsoft Office Applications (Excel, Word, PowerPoint, etc.).
