JOB DESCRIPTION: 
GIZ is looking for a Legal Expert for contributing to the adaptation of the GIZ training on "Integrating Ecosystem Services into Development Planning" (IES) to civil servants.
RESPONSIBILITIES: 
The Legal Expert is expected to fulfill the following tasks in cooperation with the relevant partners from PAARA and CSO:
- Review and refine the structure of competencies based on the IES training;
- Review and refine the criteria for collation of each competence as per the groups and sub-groups of relevant authorities and positions;
- Review and refine the framework of competencies required for the training and ensure the collation of the competences by senior and technical positions;
- Based on the above-mentioned points, contribute to the adaptation of the IES training course based on the training needs of civil servants;
- Contribute with expertise to the elaboration of distance learning component/s in the framework of IES training;
- Elaborate a report on the whole process of the above-mentioned points and relevant results.
REQUIRED QUALIFICATIONS: 
- Master's degree in the field of Law;
- Proven experience in the field of law and public administration;
- Proven experience in the field of civil service as well as in the field of education and training (including distance learning) for civil servants;
- Excellent knowledge of the field of civil service and the training for civil servants;
- Experience in the field of environment and biodiversity is an advantage;
- Excellent knowledge of Armenian and English languages;
- Strong interpersonal and communication skills;
- Excellent writing skills.

Price Offer
The price offer must be submitted in AMD Personnel costs should be shown on the basis of days (generally working days). Based on the Decision of the RA Governance Nr. 10-91-Ն of 13.07.2006 the GIZ is VAT excepted. The price offer should be submitted without VAT.

Evaluation of Offer
The GIZ will evaluate the technical and price information in the received bids ((please see below attached Technical Assessment Grid).
After the technical evaluation, only the price offers of bids with more than 500 points will be opened and evaluated. Technical offers below 500 points will be considered as technical not acceptable. The technical offer has a weighting of T: 70%, the price offer F: 30%. The following formula will be used:
"technical evaluation of bid x T" ÷ "technical evaluation of best bid" "+" "most economical bid x F" ÷ "price of bid".
The final result is an overall ranking, headed by the most cost-effective bid. Contract negotiations will be initiated on the basis of this overall ranking.
