JOB DESCRIPTION: 
A roster call. The expert(s) will work closely with the international expert on internal oversight and will be requested to provide advice on matters related to domestic legislation, especially in the field of police organization and operations.
RESPONSIBILITIES: 
In the period of October 2022 - January 2023 the assignment may include, in particular:
- Written policy advice on the system of the police organization/ institutional set-up and related regulatory framework;
- Written advice on regulations pertaining to police internal oversight and control, i.a. disciplinary procedures, including launching, investigating, imposing sanctions and appeal/redress;
- Written policy advice on the nexus between the Ministerial level oversight and internal police control systems and related procedures, as well as on the juncture between internal and external oversight systems;
- Written contributions (legal analysis and drafting) for the development of Standard Operating Procedures pertaining to internal oversight and control within the police organization;
- Participation in on-site discussions with relevant stakeholders, e.g. Ministry of Justice, Police, external oversight bodies;
- Giving presentations related to areas of expert advice, including by preparation of PowerPoint slides or similar format;
- Other relevant expert contributions.
REQUIRED QUALIFICATIONS: 
- Second-level university degree in Law, Law Enforcement, Public Administration and Policy or related field;
- At least 8 years of progressive professional experience in law enforcement, justice sector or other relevant public administration area;
- Proven experience in the field of law, police oversight and control, preferably at mid- to senior level of engagement;
- Previous experience in reviewing/developing policy and regulations, as well as law-drafting experience is required;
- Professional fluency in English language, both oral and written, working knowledge of English including excellent communication and reporting skills;
- Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications.

REMUNERATION/ SALARY: 
Remuneration will be based on the selected consultant's/ expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.

ABOUT: 
Within the framework of the Armenia Co-operation Programme (ACP) OSCE from January 2022 implements an EU-funded project on Accountable Institutions and Human Rights Protection in Armenia, jointly with UNDP, UNICEF and UNFPA. The project, geared towards supporting the police reform in Armenia, aims, inter alia, at enhancing accountability of the police service within the prospective Ministry of Interior.
The OSCE will support the Government of Armenia in setting up a system for effective executive oversight of the police through development of pertinent institutional model and tools at the level of the Ministry of Interior, as well as through elaboration of specific procedures for the internal control within the Police service.
