Organizational Setting:
FAO Armenia assists the Government to formulate policies, programmes and projects to address the causes of food insecurity and malnutrition, develop the agricultural and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture, natural resources management and rural development, in particular through policy and legislation. One of the needs of the Ministry of Economy in the agricultural sector is the development of the draft Law on Agriculture
Reporting Lines:
The incumbent will work under the overall supervision of the FAO Representative in Armenia (REU), the direct technical supervision of the Programme Coordinator, and in close collaboration with the Legal Expert, the Policy Analyst will carry out the following activities:

RESPONSIBILITIES:

Tasks and responsibilities:
- Design and conduct a policy gap analysis of Armenia's agricultural sector, focusing on existing policies, strategies, and legislation and develop a gap analysis report with specific and actionable recommendations outlining the key elements and provisions that should be included in the umbrella Agriculture Law of Armenia,
- Contribute to the meetings with Ministry of Economy (MoE) and other stakeholders (including government agencies, associations, etc.) to gather insights and information on the current policy gaps and sector needs,
- Analyze and assess the existing policies, strategies, legislation, as well as key challenges relating to agricultural sector,
- Identify the policy and economic mechanisms to be covered in the anticipated Draft Agriculture law (topics including but not limited to Agricultural financing and subsidies, Sustainable practices and environmental protection, model of farms (and any other forms of agricultural activity) which can be successfully and effectively implemented in Armenia etc.),
- Analyze benchmark with international good practices on similar policies,
- Finalise the findings and recommendations in the gap analysis report in consultations with FAO experts for serving as a roadmap for revising the draft umbrella Law on Agriculture,
- Prepare progress reports,
- Perform other duties, if needed.
REQUIRED QUALIFICATIONS:

Minimum Requirements:
- Advanced university degree in agriculture economics, policy or a closely related field,
- Three years of relevant experience in policy analysis or related field,
- Working knowledge of English and Armenia,
- National of Armenia or resident of the country with valid work permit.

- Knowledge of Russian is an asset.
