JOB DESCRIPTION: 
Currently Action Against Hunger South Caucasus has an opening for a full-time position for a Program Manager in Yerevan, Armenia to oversee a project funded by the European Commission Directorate General for Humanitarian and Civil Protection (ECHO). The Program Manager will oversee a project providing essential protection, psychosocial and legal services to displaced families from Nagorno Karabakh currently residing in Yerevan, Kotayk, Ararat and Syunik provinces with a specific focus on children, pregnant and lactating women, mothers, and caregivers. The project will be run in partnership with two national NGOs - Mission Armenia and Partnership and Teaching - and through their social centres the project will respond to child protection needs through Child Friendly Spaces, structured social activities and family and community support to promote children’s and caregiver’s psychosocial wellbeing. The project will also provide legal and referral services to ensure timely and effective support to displaced persons to help them exercise their legal, social and economic rights.
RESPONSIBILITIES: 
- Oversee the implementation of the project and support the project partners in the delivery of child protection, psycho-social support and legal services for displaced families;
- Carefully plan each specific project intervention with the project partners;
Support and guide project partners and consultants to ensure all activities are effectively delivered according to the proposed project plans and timeframe;
- Liaise and coordinate regularly with project partners to identify areas of support required to enhance project delivery;
- Provide training to partner staff, or coordinate training from expert consultants, to improve the provision of services and support to displaced families;
- Update, on a monthly basis, project planning with the project partners according to the achievements and updated project priorities;
- Ensure strong coordination with all key stakeholders working on protection service provision;
- Liaise and engage with media outlets to maximize outreach of the project;
- Design, establish, plan, oversee and maintain a regular monitoring and evaluation system for all activities of the project, in consultation with the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator;
- Oversee financial resources of the project and monitor cash flows and expenditures;
- Ensure optimal use of project funds, according to the budget lines of the planned project objectives and activities;
- Ensure adherence and compliance to Action Against Hunger and donor’s financial and procurement guidelines;
- Support the Finance and Administration Coordinator in the preparation of financial reports and budgeting of any future initiatives;
- Gather and collate all pertinent information and data on the project response to improve delivery and support the design of further interventions;
- Submit monthly Activity Progress Reports and project Interim and Final Reports to Action Against Hunger Coordination team, for submission to the project donor;
- Work together with local and international experts and stakeholders to examine next stages of invention required to support rural development initiatives;
- Provide recommendations to Action Against Hunger coordination team and local stakeholders for future programmatic support.
REQUIRED QUALIFICATIONS: 
- University degree in Social Work, Sociology, Psychology or other social sciences discipline;
- At least 5 years of experience in program management, preferably in child protection and/ or social welfare sectors;
- Strong background in project cycle management;
- Knowledge of child protection legal frameworks, practices and developments;
- Experience in grant management, reporting and administration;
- Experience in consortium management and administration;
- Ability to organize, support and motivate the project team;
- Experience of networking and cooperating with national and provincial level state actors and stakeholders;
- Excellent diplomatic, communication and negotiation skills;
- Good human relations, diplomacy, organizational and facilitation skills;
- Proposal and report writing skills;
- Extensive experience of working in culturally diverse environment;
- Fluency in Armenian and English languages; knowledge of Russian language is considered as an asset;
- Computer skills, including proficient knowledge of Microsoft Office programs (Word, Excel, etc.);
- Flexibility with respect to working hours and place of work;
- Team player with sense of professionalism and loyalty to organization;
- Demonstrated commitment towards gender equality issues.

REMUNERATION/ SALARY: 
808,949 AMD - 952,571 AMD (gross) depending on candidate’s experience.
ADDITIONAL NOTES: 
- The position is based in Yerevan, with regular field trips to project locations;
- 40 hours working week; overtime required occasionally;
- Contract according to Armenian Labour Code.
