JOB DESCRIPTION: 
Under the guidance and direct supervision of the Deputy Resident Representative, the Programme Associate provides support to effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.
The Programme Associate works in close collaboration with the Operations, Programme and projects’ staff in the CO as required for resolving complex finance-related issues and exchange of information.
The Programme Associate provides support to the financial management, monitoring and oversight of projects, including preparation of project budgets, monitoring of budget execution versus approved workplan on a monthly basis; monitoring of financial risks (overspent or underspent versus approved budgets); preparation of project financial reports (regular and final upon project closure).
Key Duties and Accountabilities:
a) Support to management and implementation of the CO programme;
b) Administrative support to the Programme Unit;
c) Support to resource mobilization;
d) Facilitation of knowledge building and knowledge sharing.
RESPONSIBILITIES: 
.
a) Provide effective support to management and implementation of the CO programme focusing on the achievement of the following results:
- Creation of a project in Quantum, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
- Provision of guidance to the Project personnel and executing agencies on routine implementation of projects;
- Presentation of information for audit of NEX projects, supports implementation of audit recommendations;
- Compilation, analysis and summary of data pertaining to programme areas of project management. Maintenance of records, documents and work plans for the monitoring of project implementation.
b) Provide administrative support to the Programme Unit focusing on achievement of the following results:
- Quality control of the supporting documents for payments, review of projects financial reports;
- Preparation of written materials, briefing notes, official letters, minutes/ notes and follow up as required;
- Ensure proper management of projects in Quantum, from proposal creation till project operational closure status, maintenance of project status, budget formulation and revision;
- Review of project budget proposals at the stage of project formulation, risk logs, budget revisions, checking on budget utilization and allocations;
- Support in maintaining updated programme pipeline in Quantum+ and respective documents;
- Regular update and maintenance of projects’ monitoring data and reporting in Quantum and the Corporate Planning System (including logs update and quality assurance);
- Coordinate provision of inputs to update programme/ project data on UNDP website;
- Provide support in organization of seminars, press conferences, workshops, board meetings and other public campaigns;
- Perform other duties as required.
c) Support resource mobilization focusing on achievement of the following results:
- Analysis of information on donors, support to preparation of donor’s profile;
- Track and reporting on mobilized resources. Preparing and managing awards in Quantum;
- Support to fostering and strengthening partnerships and cooperation with programme stakeholders, relevant international organizations, international and local financial institutions, state institutions and CBOs/NGOs;
- Assistance in the preparation of information for audit.
d) Ensure facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Organization of trainings for the operations/ projects staff on programme;
- Synthesis of lessons learnt and best practices in programme;
- Sound contributions to knowledge networks and communities of practice.
REQUIRED QUALIFICATIONS:

Education
- Secondary education, preferably with specialized certification in Accounting and Finance;
- University degree in Business or Public Administration, Economics, Finance, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience, Knowledge, and Skills
- 6 years of progressively responsible administrative or programme experience is required at the national or international level.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Language Requirements
- Fluency in English and Armenian languages.
