JOB DESCRIPTION: 
- Coordinate the programme’s activities and partnerships with projects implementers in EaP as well as assist regional projects’ implementers in the coordination of activities and partnerships with EaP stakeholders/ market actors by the Help/Helvetas Partnership Agreement, assuring quality in implementation and achievement of objectives;
- Integrate EaP into the programme’s knowledge management and learning processes, stimulating active discourse between the programme and its EaP partners and stakeholders in line with the overall objectives and approach;
- Assure compliance of the programme’ activities in EaP with required administrative (and
financial) processes, most importantly good risk management. Ensure timely support is provided to the Eastern Partnership regional Project Manager on programme implementation-related administration issues in EaP.
RESPONSIBILITIES: 
The Programme Officer (procurement & green) is responsible for providing overall coordination of the programme’s activities in EaP and assisting national projects’ implementers in coordinating activities and partnerships with EaP stakeholders/market actors as per the Help/Helvetas partnership agreement. Key tasks include:
Programme Coordination:
- Supervise and support Implementing Partners: Regularly exchange and collaborate with EaP partners through Partnership Agreements;
- Assuring quality implementation of the projects: Meet regularly with implementing partners in the EaP region to assure quality implementation and achievement of objectives;
- Provide technical backstopping: Assist partners in applying the Market Systems Development (MSD) approach and coordinate additional technical inputs as needed;
- Research and development: Continuously identify entry points for systemic intervention and develop new partnerships in line with the Help/Helvetas Partnership Agreement;
- Stakeholder collaboration: Coordinate programme activities with government entities and other stakeholders to ensure transparency and foster a collaborative environment;
- Monitor developments: Obtain, analyze, and update information on country-specific risks, challenges, and opportunities.
Knowledge Management and Learning (KML), monitoring and communication:
- Coordinate monitoring activities: Work with the programme’s MRM Lead to ensure that all monitoring activities (research, capacity building, backstopping, etc.) are in line with the Monitoring, Results, and Measurement (MRM) manual;
- Generate communication products: Collaborate with the Communications Lead to create communication materials, facilitating active discourse among partners and stakeholders;
- Contribute to knowledge management: Work closely with the KML Lead to ensure that activities in EaP are integrated into the programme's overall KML efforts;
- Provide strategic advice: Offer insights into emerging economic and political developments to identify new opportunities for intervention.
Compliance and Administration: The Programme Officer (procurement & green) is responsible for assuring compliance of activities as well as those of partners with administrative requirements as laid out in the Help/Helvetas Agreement, Help organisational rules and Codes of Conduct. This includes the following main tasks:
REQUIRED QUALIFICATIONS: 
- Bachelor’s degree, preferably in social sciences (law, economics, sociology, political sciences, etc.);
- Professional working experience preferably in NGO sector, in project management;
- Experience in project implementation of international projects;
- Experience with market systems development approach will be a distinct advantage;
- Good management and organizational skills, self- initiative, responsibility and reliability;
- Developed analytical skills and experience in reporting;
- Advanced communication and inter-personal skills;
- Ability to work independently and as part of a larger team;
- Fluent in English, both written and spoken;
- Good IT skills;
- Possession of valid driving license B category;
- Willingness to work in the field.
