JOB DESCRIPTION: 
The position is allocated in the UNDP Programme Unit, as Programme Specialist on Gender Equality. The main functions of the incumbent are aimed at implementation of programme strategies, management of the projects within the portfolio, creation of strategic partnerships and implementation of the resource mobilization strategy; provision of substantive policy advisory services on Gender equality issues, community development, poverty reduction with a focus on Gender, provision of gender mainstreaming advise and expert support to other portfolios.
Under the guidance and direct supervision of the UNDP Deputy Resident Representative, the Programme Specialist is responsible for the management of UNDP’s Gender Equality programme. The Programme Specialist analyzes political, and social trends and leads formulation, management and evaluation of programme activities within the portfolio, provides policy advice services. The Programme Specialist supervises and leads the Gender Equality Programme support staff, coordinates the activities of projects’ staff. The Programme Specialist works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.
The Programme Specialist will be responsible for innovative development of projects and programmes; design portfolio projects and promote organization’s capacity as a reliable partner with national counterparts; he/ she will ensure coordination of sectoral activities with broader country programme as well as advocate on behalf of organization’s goals.
RESPONSIBILITIES:

Ensure implementation of programme strategies focusing on achievement of the following results:
- Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNCF, CPD, CPAP and other documents;
- Identification of areas for support and interventions within the thematic/ sectoral areas assigned and development of programme/ project proposals in line with the declared national priorities and UNDP strategic plan;
- CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
Ensure effective management of the CO programme within the thematic/ sectoral areas assigned, focusing on quality control from formulation to implementation of the country programme achieving the following results:
- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
- Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the implementing agencies;
- Initiation of a project, presentation of the project to PAC, finalization of financing agreements, coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Manager Level 1 level functions in Atlas for POs and vouchers approval. Participation in recruitment processes for projects;
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
- Evaluation of the programme impact. Monitoring and analysis of the programme environment, timely readjustments in portfolio.
Ensure creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
- Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Ensure provision of top-quality policy advice services and facilitation of knowledge building and management focusing on achievement of the following results:
- Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
- Contribute to synergy-building among different initiatives by UNDP and beyond;
- Provide sound and regular contributions to knowledge networks and communities of practice with particular attention to best practices published in social networks;
- Participate in regular internal meetings, develop and disseminate knowledge products and other information on the Programme activities and results;
- Participate in training events, communities of practice, codify and share knowledge;
- Ensure development and application of innovative tools across the Programme;
- Facilitate and organise trainings for project staff to enable them to perform at the required level.
Ensure provision of advise on conventional and innovative models and solutions for Gender equality mainstreaming in other portfolio projects:
- Provide advice on adaptation, implementation of UNDP gender mainstreaming corporate tools and corporate reporting and accountability frameworks, including the gender markers and allocation of resources for gender;
- Review current programmes and projects across the CO portfolio and provide recommendations on amendments/ adjustments for impactful gender mainstreaming and reporting, in line with corporate and national policies and priorities;
- Provide support on the strategic design, programme development and implementation of CO programmes for optimal impact of gender-based work.
Ensure effective management of the CO Gender Seal path:
- Lead CO task team on gender seal and serve as gender seal focal point for the CO;
- Provide advisory and technical support to the CO’s effective participation in the corporate Gender Seal Certification Programme;
- Ensures capacity building support to the CO’s gender and inclusion mainstreaming in workplace practices in compliance with UNDP’s accountability frameworks.
Impact of Results:
The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.
REQUIRED QUALIFICATIONS:

Education:
- Master’s degree in Economics, International Relations, Social Sciences, Business or Public Administration;
- Bachelor’s degree with 2 additional years of experience will be given due consideration in lieu of master’s degree.
Experience:
- At least 5 years (with master’s degree) or 7 years (with bachelor’s degree) of extensive experience in development, project/ program coordination, policy development analysis, gender equality.
Required Skills:
- Experience in managing projects, including supervising staff;
- Experience in working, liaising and collaborating with civil society organizations, Government counterparts, international organizations;
- Proven experience and knowledge in Development Effectiveness and cooperation, gender equality and its related issues;
- Excellent written and oral communication skills.
Desired Skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
- Strong leadership, managerial and coordination skills;
- Strong analytical, presentation and reporting skills;
- Prior experience with the UN/ UNDP is an asset.
Languages:
- Fluency in English and Armenian languages, both written and spoken.
