JOB DESCRIPTION: 
UNDP is currently soliciting applications for the position of Project Analyst (Coordinator) for the UNDP Armenia segment of the "Women's Economic Empowerment in the South Caucasus" Project.
RESPONSIBILITIES:

Daily Coordination of the Project:
- Under the leadership of the Gender Equality Portfolio Manager ensure that progress is made in achieving goals and objectives of the project;
- Ensure regular communication with UN Women and RA MTAI on planning and implementation of the programmatic components, building synergies with the UN Women-implemented components;
- Supervise and support timely implementation of the Project activities;
- Provide oversight, technical backstopping and monitoring of the sub-components led by the partner civil society organizations; facilitate their synergetic and mutually enriching delivery of programmatic activities;
- Provide substantive technical inputs to the annual workplan and budget; work towards its timely implementation with project partners and beneficiaries; monitor budget implementation and make budget re-alignments/ revisions as necessary;
- Work towards safeguarding, monitoring and facilitating quality assurance of all the project activities as spelled out in the project document;
- Monitor progress of implementation of activities and finances using the results-based management tools; ensure effective information flow and exchange within the team;
- Contribute to the selection of international and national consultants/ companies and preparation of procurements and contracting packages in line with the work plans and UNDP rules and guidelines;
- Organize and attend field missions and draft reports on monitoring missions;
- Draft and coordinate the call/ request for proposals, including the organization of technical review committees, and capacity assessment of partners; identify capacity development needs of stakeholders;
- Keep updated a mapping of main stakeholders/ partners in the field in the Project target regions;
- Coordinate and organize advocacy campaigns, public events, capacity development activities, and knowledge products;
- Coordinate the development/ expansion of knowledge management strategies, methodologies, and products on women economic empowerment;
- Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the Project and contribute to their dissemination;
- Provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;
- Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;
- Ensure proper maintenance of the databases, documentation and filing system;
- Manage the Project contracts outsourced to third parties to ensure timely and due quality of delivery of products and services;
- Perform financial certification function and provide oversight over the Project transactions;
- Confirm receipt of goods and services procured, authorize payments from the Project funds, monitor financial status of the Project;
- Provide support in identification and procurement of services and equipment;
- Acts as Project asset custodian․
To Provide Analysis and Strategic Advice:
- Support transfer of technical assistance and substantive advice to the working groups and beneficiary institutions in relevant sectors;
- Assess the situations and propose improvements based on best practice;
- Promote networking and experience sharing between the Project stakeholders and target groups;
- Contribute to raising awareness of the beneficiaries on gender equality during interviews, workshops, training events, and conferences;
- Advise the beneficiaries throughout the Project implementation period;
- Liaise and establish proper professional relationship with the authorities on national, regional and local level.
To Ensure Project Visibility through Preparation and Implementation of a Communication Strategy:
- Foster due coordination and linkages of the parallel UNDP projects on women with relevant programmes in Armenia, particularly with activities of other programmes funded by international organization, and other stakeholders;
- Ensure coordination with Project partners for timely and successful implementation of the planned interventions;
- Ensure due information and communication flows for all stakeholders, promote networking and experience sharing between Project stakeholders and target groups;
- In absence of GE Portfolio Manager represent the Project on behalf of UNDP and the UN Women as required, vis-à-vis the authorities, and other international and local organizations;
- Perform other duties and responsibilities as required.
REQUIRED QUALIFICATIONS:

Education:
- Master's degree in Social Sciences, Gender/ Women Studies, International Law, Social Sciences, International Development, International Relations or other development-related fields;
- Bachelor's degree with 2 additional years of relevant experience can be taken into consideration in lieu of Master's degree.
Experience:
- At least 2 years (with master's degree) or 4 years (with bachelor's degree) of extensive working experience in development, project/ program coordination and monitoring, policy analysis. Focus on gender would be an advantage.
Languages:
- Excellent written and oral communication and presentation skills in English and Armenian languages; knowledge of Russian language is an asset.
Required Skills:
- Proven experience and knowledge of essentials on gender equality, women's empowerment and women's rights, gender mainstreaming in development programmes and projects, and related issues;
- Experience in liaising and co-operating with government officials, municipal authorities, academic institutions, NGOs and the private sector in the area of gender equality and women empowerment.
Desired Additional Skills and Competencies:
- Experience in designing, monitoring and evaluation of development projects is an asset, as is knowledge of the latest development tools, including user research;
- Experience and record of drafting analysis/ studies on gender equality and women empowerment issues will be considered as a strong asset;
- Experience in gender equality or women empowerment initiatives, and/ or labour issues will be considered as asset;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Projects are implemented in strong synergy and coordination with one another building on the ongoing activities, relying on the cadre of women and youth already capacitated from previous projects and joining forces to upscale number of support schemes countrywide. UNDP enjoys broad partnerships among national, regional and local governments, donor and international community, civil society organizations, media and other.
"Women's Economic Empowerment in the South Caucasus" Project Phase 2 (hereafter Project) is a Regional Project lead by UN Women Georgia, which is supported by the Swiss Agency of Development and Cooperation and Austrian Development Agency in three - countries of South Caucasus. The purpose of the project to ensure that women, particularly the poor and socially excluded in three countries are economically empowered and participate in relevant decision-making. During Phase II, the WEESC project aims to increase economic security and improve access to livelihood and development opportunities for women, particularly the poorest and most excluded in the South Caucasus countries.
The Project theory of change suggests that: if (1) women, particularly the poor and socially excluded, are provided with skills, economic opportunities and relevant information to be self-employed and/or to join the formal labour sector; and (2) adequate legislative and policy frameworks are in place and implemented to enable women's economic empowerment; and (3) government, public and non-governmental institutions develop and deliver gender-responsive programmes, public services, strategies and plans for women’s economic empowerment; then (4) gender inequalities in the labour field will be reduced, and an environment conducive for the realization of women’s economic potential will be created; because (5) the key structural barriers for women’s economic empowerment will be dismantled.
UNDP Armenia is responsible for the intervention at grassroot level, institutional support to local government, and the work with private sector on WEPs, while UN Women will work on the policy and institutional (national) levels.
Throughout implementation of its projects, the partners will combine conventional and innovative approaches, allowing room for experimentation and testing of new solutions with application of design thinking and user-centric approaches.
