JOB DESCRIPTION: 
UNDP Armenia is looking for a Project Assistant for "Local Empowerment of Actors for Development (LEAD) in Lori and Tavush Regions” Project. The incumbent will work under the direct supervision of the Project Manager and in close collaboration with the management teams of the Project.
RESPONSIBILITIES: 
Research and Communications Support:
- Provide support for conducting data collection and review, compilation of background materials for use in reporting, discussions and briefing sessions, prepare components of talking points, presentations and briefings;
- Support data analysis for programmatic components of the projects;
- Provide support in communication with Project partners, stakeholders and beneficiaries;
- Contribute to preparation of written materials, reports within the assigned area. Support projects communication activities and ensure the projects visibility in print, broadcast and social media; support the Public Relations Expert in drafting various communications materials and serve as a back-up when necessary;
- Assist the Project team through technical backstopping, report preparation, translations;
- Support with translation of relevant communication, information notes, short reports, etc.
Administrative and Financial Support:
- Provide support to program and projects management in day-to-day coordination, arrangement of timely implementation of activities;
- Provide support to the program and projects management in planning, daily implementation, coordination and monitoring of annual work plan activities; liaise with Government entities and other stakeholders on consultations, provide information related to the expected Project outputs;
- Compile, analyse, summarize data and records of program activities;
- Ensure accurate observance of administrative rules, regulations and procedures in line with the UNDP SOPs for Recruitment/ Procurement/ Finance;
- Assume administrative responsibility in arrangement of meetings, seminars, workshops, conferences, advisory board meeting and other, draft agendas prepare knowledge products, documentation, visibility materials, press releases for media and stakeholders; prepare notes and drafts minutes of working meetings, workshops, advisory board meetings; draft correspondence relating to assigned Project areas; clarify, follow up, respond to requests for information in coordination with projects team(s);
- Assist the Project management in preparing budget revisions, monthly, quarterly, semi-annual and annual progress and financial reports, Results-based monitoring (RBM) and Standard Progress (SPR) reports;
- Prepare and submit Requests for Direct payments to the UNDP Country Office, maintain financial records, monitor and reconcile expenditures, balances, payments, statements, other data for day-to-day transactions and report;
- Ensure smooth financial operation of Project activities and follow up on all financial transactions; prepare vouchers requisitions, create receipts and monitor projects budgets in Atlas, maintains Atlas logs;
- Ensure maintenance of records on assets management; act as the custodian for office furniture, including maintenance of inventory records, preparation of detailed reports as required;
- Support Project management during the audits, verification missions and evaluations;
- Set up and maintain Project records, necessary documents on Project activities, communication and transactions; set up and maintain the Project filling system and archive;
- Oversee vehicle usage reports, coordinate the work of the Project drivers, maintain vehicle fuel coupons and regularly prepare fuel usage reports;
- Maintain accurate records of leave taken and due for all Project staff;
- Perform other duties as required.
REQUIRED QUALIFICATIONS: 
Education:
- University degree in Finance, Economics, Business Administration, Political or Social Sciences, or any other related field.
Experience:
- At least 3 years of relevant administrative and programme/ research experience is required at the national or international level; experience in monitoring and evaluation of development projects is an asset, as is knowledge of the latest development tools including applied user research; prior relevant experience with EU funded projects will be an asset.
Computer Skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages; experience in handling of web-based management systems.
Languages:
- Fluency in English and Armenian languages.
Skills:
- High level of integrity and professionalism. Demonstrated initiative, tact and high sense of responsibility and discretion;
- Ability to handle big volume and scope of simultaneous tasks, as well as work under the pressure and in circumstances of diverse interests;
- Demonstrated strong team spirit;
- Excellent written and oral communication skills;
- Detail-orientation.

UNDP Armenia, in partnership with the RA Ministry of Territorial Administration and Infrastructure, and with financial support of the European Union, is implementing "Local Empowerment of Actors for Development (LEAD) in Lori and Tavush Regions" project, which aims at bolstering the participation of a wide range of local stakeholders in sustainable and inclusive socioeconomic development of their communities through pilot implementation of the European Union (EU) LEADER/ Community-Led Local Development (CLLD) approaches. The Project helps the local population in Lori and Tavush to play active role in inclusive, resilient and sustainable local development by strengthening mechanisms of partnership building, territorial cooperation, organizational and service development and creating better local governance through applying the principles and mechanisms of EU LEADER approach. This will happen through building trust and self-confidence, developing entrepreneur attitudes and encouraging a sense of group cohesion within communities and between regions. LEAD will help to design territorial development models, in which women and men, youth, elderly and citizen groups, including minorities, are involved in setting development agenda, decision-making and implementation. The Project's backbone is the strong partnership between different stakeholders (public, private, civil society), which eventually leads to cross-sectoral multistakeholder cooperation through Local Action Groups which are the key actors of LEADER/ CLLD initiatives formed by local partners in a bottom-up way, responsible for local development, functioning on a certain territory delineated based on economic, socio-cultural or other commonalities, who prepare and agree on territorial development strategies, and facilitate the local development process on a long term basis.
