JOB DESCRIPTION: 

We are looking for an enthusiastic and motivated Project Officer to coordinate and support the implementation of tourism value chain development activities under SDA projects. The Project Officer will contribute to the development of sustainable, nature-based, rural and community-based tourism products and services, with a strong focus on environmental responsibility, biodiversity protection, climate-resilient practices and digital solutions for tourism promotion and service delivery. The Project Officer will support tourism SMEs, local service providers and community-based actors in improving their competitiveness, digital visibility, service quality and sustainable business practices. The incumbent will also facilitate cooperation among tourism value chain actors, communities, public institutions, private sector stakeholders and environmental actors to ensure coordinated and environmentally sound tourism development. Under the guidance and supervision of the Project Manager and the Head of the Organization, the incumbent will be responsible for planning, coordinating, monitoring and reporting on project activities, including capacity building, market linkage development, tourism product improvement, digital promotion, use of online platforms and tools, and integration of environmental sustainability measures across tourism-related interventions

RESPONSIBILITIES: 

The job responsibilities of the Project Officer/ Sustainable Tourism Development specialist include, but are not limited to the following:

- Lead and coordinate the planning, implementation and monitoring of project activities, ensuring timely achievement of relevant outputs and outcomes;
- Develop project work plans, activity plans, progress reports, technical documents, presentations and communication materials in line with project objectives and donor requirements; ensure that all project information is appropriately documented and secured;
- Ensure effective preparation, organization and follow-up of project events, meetings, trainings, workshops and stakeholder consultations;
- Coordinate tourism value chain development activities under the assigned project and other SDA projects involving tourism-related interventions;
- Analyze tourism value chains, identify key actors, market opportunities, constraints and areas for intervention, with particular attention to nature-based, rural, eco- and community-based tourism;
- Support the identification, selection and engagement of tourism-related beneficiaries and partners, including SMEs, guesthouses, tour operators, guides, local producers, youth, rangers, communities and local authorities;
- Coordinate and contribute to capacity-building activities for tourism actors, including trainings, mentoring and advisory support on service quality, product development, marketing, digital visibility, customer care and sustainable business practices;
- Promote environmental sustainability in tourism activities, including biodiversity
protection, responsible use of natural resources, waste reduction, energy efficiency, climate-resilient practices and green certification where applicable;
- Ensure that tourism interventions are inclusive and create opportunities for women, youth, vulnerable groups and local communities;
- Contribute to monitoring, data collection, documentation and learning related to tourism and environmental activities, including beneficiary progress and project results;
- Develop TORs for consultants and experts, coordinate their work and ensure timely delivery and quality of outputs;
- Cooperate with SDA project managers and staff to ensure coordination, complementarity and knowledge sharing across tourism-related projects;
- Represent SDA and promote project activities and results in meetings, workshops, conferences and other relevant platforms;
- Provide support to policy advocacy, fundraising and proposal development, when required;
- Perform other duties as assigned by the Project Manager and the Head of the Organization.

REQUIRED QUALIFICATIONS: 

- University degree in tourism, business administration, economics, environmental studies, rural development, project management or another relevant field;
- At least 3 years of professional experience in project coordination, tourism development, value chain development, rural development, environmental projects or related fields;
- Experience in organizing and facilitating trainings, workshops, meetings and stakeholder consultations;
- Experience in social media management, digital marketing, content and promotional materials development;
- Experience in working with donor-funded projects will be considered an asset;
- Good understanding of sustainable tourism, nature-based tourism, community-based tourism and/or rural tourism development;
- Knowledge of environmental sustainability principles, including biodiversity protection, conservation, responsible use of natural resources, waste reduction and climate-resilient practices;
- Strong skills in planning, coordination, reporting, documentation and communication;
- Excellent organizational and interpersonal skills, tact and high sense of responsibility;
- Excellent written and verbal communication skills, ability to clearly express ideas in oral and written forms, accuracy in task implementation and concentration;
- Ability and willingness to travel across the regions of RA;
- Strong interpersonal, teamwork and problem-solving skills, with ability to work independently and meet deadlines;
- Fluency in English, Russian and Armenian languages;
- Highly computer literate with capability in email, MS Office, and related business and communication tools.
