DETAIL DESCRIPTION: 
DPI is soliciting offers from qualified companies to provide services for upgrading and improving the existing search engine of the decisions database of the Constitutional Court of the Republic of Armenia.
TECHNICAL REQUIREMENTS
Technical Overview: Prior to February 2022 the Constitutional Court (CC) created and maintained a DCC SEARCH” application for internal users to search CC decisions. In February 2022 the CC launched a new website (
https://www.concourt.am/en/ ) which included a public-facing CC Decisions Search Engine (
https://www.concourt.am/en/decisions/advanced-search) that intended to replicate the functionality of DCC SEARCH for internal users and expose the database to the public and professional community in Armenia and beyond.
The CC Decision Search Engine allows users to search decisions by:
- Document title;
- Document text (words and phrases);
- Document number;
- Type (DPJCC, PDCC, DCC, opinion);
- Period (from...to...);
- Literal text of words/phrases;
- Date of adoption and promulgation of decisions.
Since the launch of the website CC staff have reported that search results in the CC Decisions Search Engine are poor when compared to DCC SEARCH application it replaced. The CC seeks to enhance the CC Decision Search Engine so that it will allow terms to be included or excluded from the search result, and to search for exact matches. Desired options include the following filters:
- Root word
- All words
- Any word
- Excluding
- Exact text
In addition, the CC would like to exclude hyphenation from search text as it hinders the efficiency of the search. CC Decisions Search Engine user interface and results are available in Armenian, Russian, and English.
Technical Resources:
The selected vendor will be provided access to the legacy DCC SEARCH engine to ensure that requirements for new search functionality in the CC Decision Search Engine are clear. DCC Search is a desktop search, based on Open-Source application. It used Java Runtime Environment (JRE). It allows to search the contents of files on local computer (Windows XP/Vista/7/8/10/11 32&64-bit, Linux, Mac OS X).
The new CC website
https://www.concourt.am/en/ is run on a dedicated server, The dedicated server is managed by the National Security Service of the Republic of Armenia. It uses a Symfony PHP framework is used as a back-end. For front-end JS, HTML5/CSS3 is used. Local GIT repository is used as a version control. Decision files are stored on the same dedicated server in PDF format. The website is maintained and updated by Information and Software Support Division of the Constitutional Court, as well as by the National Security Service IT officers. The selected vendor will receive full technical specifications after award.
Deployments will be coordinated between the Information and Software Support Division of the Constitutional Court and National Security Service IT Team (upon necessity). The contractor will be responsible for deploying updates to the site, excluding aspects that can only be done the National Security Service IT team.
Information about the volume and composition of content to be indexed:
- Volume of decisions database in PDF format - 600 Mb
- Volume of decisions database in DOCX format - 320 Mb
- Number of decisions in the database - 4861 (as of 20.07.2023).
Expected Deliverables
The successful offer must provide the following deliverable:
- Upgraded, deployed, and fully functioning search engine for the database of the decisions of the Constitutional Court of the Republic of Armenia in accordance to the specifications outlined in Technical Requirements under Tasks 1, 2, 3, and 4.
o Prior to deployment the updated search tool must be approved by the Staff of the Constitutional Court and National Security Service IT team. See the acceptance details below.
- Source code committed to the git repository
- Quarterly maintenance and bug reports during the maintenance period. The report will detail:
a) Any maintenance tasks performed during the quarter
b) Any bugs reported to the contractor and their resolution
Acceptance requirements:
The developer will host and make available a test version of the improved search tool. Constitutional Court and National Security Service staff will use the test version to ensure the new search tool meets the requirements and objectives of this procurement. If any defects or errors are detected, the Contractor is obligated to eliminate them before deployment.
REQUIREMENTS: 
Successful offerors must:
- Present Annex 1 and Annex 2/Price offer duly filled and signed as part of the application.
- Submit an offer in response to this RFQ before the mentioned deadline.
- Have at least 3 years of experience of search engine optimization (SEO) and website design and development services.
- Experience in creating, developing, and upgrading websites for the Armenian state agencies will be an advantage (experience in designing websites in compliance with the requirements of the Republic of Armenia Government’s Decision N 1521-N of 26 December 2013 is preferred - Link to the decision: (

APPLICATION PROCEDURES: 
Submission of Offers
All offers must be submitted electronically to the following email address: ***********@***********.*** no later than September 15, 2023, 16:00 Yerevan time, with the reference "RFQ # 2201-021" in the subject of the email.
Questions and Clarifications
All questions and clarifications regarding this RFQ must be submitted in writing to ***********@***********.*** no later than August 31, 2023, 16:00 Yerevan time. All correspondence must provide a reference to the RFQ number. Responses and clarifications will be provided by September 7, 2023, 17:00 Yerevan time. Questions and clarifications that may be of interest to other bidders will be circulated to all parties that submitted questions. Phone calls to any staff members of the organization are strictly prohibited.
Required Documentation
The offers must include the following:
- Duly filled and signed Annex 1: Bidder General Information.
- Duly filled and signed Annex 2: Quotation Form/Price offer clearly mentioning the services to be offered according to the technical requirements mentioned in the RFQ.
- Company/PE Profile – describing the nature of business, field of expertise, licenses, if required for the service provided (a copy should be attached), certifications (a copy should be attached), accreditations if required (a copy should be attached), including brochures relevant to services procured, information on the number of employees, etc.
- Past Performance – list of clients for similar services within the last 3 years indicating description of contract scope, contract duration, contract value. The service provider’s previous experience in delivering similar services should be clearly demonstrated. The bidder should provide names and contact information for up to three (3) entities that can provide feedback on the service provider’s performance (reliability of service).
- Proposal with a detailed description of services offered to DPI-Armenia, number of personnel with required qualifications to be assigned for the provision of services required. Please provide CVs of the persons who will provide the services, as well as a signed statement that such persons will remain available for the entirety of the project and will not be changed without prior written approval from DPI.
