JOB DESCRIPTION: 
Tetra Tech ES, Inc. Branch in Armenia is seeking a Public Policy Advisor to lead high-level engagement with the Government of Armenia (GOAM), National Assembly and other relevant stakeholder representatives in reviewing and approving key upcoming energy sector legislation.
The purpose of USAID’s Energy Secure Armenia Activity (“the Activity) is to bolster Armenia’s energy security by promoting a shift to renewable energy sources (RES), further power market liberalization and trade, and promote greater energy efficiency (EE). This is done by assisting the GOAM, the Public Services Regulatory Commission (PSRC), the private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, and lessen greenhouse gas emissions, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth.
This position involves part-time consultancy, and hiring may be contingent upon USAID approval. Interested candidates must be eligible to work in Armenia. Tetra Tech values a diverse workplace and strives to achieve gender equality. Qualified women and men are strongly encouraged to apply.
RESPONSIBILITIES: 
- Lead engagement with GOAM, National Assembly and other relevant stakeholder representatives regarding review and approval of key energy sector primary and secondary legislation, including but not limited to New Renewable Energy and Energy Efficiency Law and New Electricity Law;
- Coordinate and serve as primary point of contact of Activity’s high-level policy discussions with GOAM, National Assembly and other relevant stakeholder representatives;
- Create and modify communications on key energy sector legislation meant for decision-makers;
- Work with public, private and non-governmental entities to build broad support and advocate for key energy sector legislation concerning topics including RES, EE and the liberalized electricity market;
- Organize and participate in trainings and other capacity-building engagements for relevant stakeholders on key energy sector legislation;
- Create and coordinate with relevant advisory bodies and working groups tasked with review and advocacy related to key energy sector legislation;
- Support the process of revising key energy sector legislation and ensure that revision and submission deadlines are met;
- Advise Energy Secure Armenia on methods to engage and provide capacity to stakeholders regarding key energy sector legislation;
- Contribute to data collection and verification for the Activity’s monitoring, evaluation and learning efforts;
- Contribute to Activity communications products and success stories;
- Contribute to annual Activity work planning;
- Provide relevant inputs on all monthly, quarterly, annual USAID reports, ad-hoc communications or client requests;
- Perform other related duties as assigned.
REQUIRED QUALIFICATIONS: 
- Proven track record of successfully working with GOAM, National Assembly and other decision-making bodies in Armenia;
- Proven track record on analyzing and communicating about social, political and economic topics to wide public in Armenia;
- At least 2 years of experience in public policy and supporting policy-making in Armenia;
- Fluency in Armenian with strong presentation skills; Good command of English language.
- Experience with Microsoft Office;
- Excellent time management and organizational skills;
- High level of professionalism and tactfulness.
Preferred qualifications:
- Master's degree or equivalent experience in Public Policy, Political Science, Economics or a field related to Public Policy;
- Experience in and knowledge of Armenia’s energy sector;
- Experience in working on USAID- or other donor-funded projects;
