JOB DESCRIPTION: 
Cardno Emerging Markets USA, Ltd. (Cardno) seeks highly motivated and experienced individuals interested in being considered for illustrative positions for the upcoming USAID-funded Economic Foundations for Resilient Armenia. The Activity will improve Armenia's economic resilience through three lines of effort. The first will offer technical assistance, training, and other services to key partners in the Government of Armenia (GOAM) to strengthen their organizational capacity to deliver effective economic governance. The second will increase the capacity of the private sector to cooperate and collaborate on a sector-level through a combination of technical assistance, training, other services, and grants under contract. The third line of effort will seek to attract catalytic investment to USAID/ Armenia's priority sectors of agriculture, tourism, and high-tech.
Cardno is seeking professionals in the fields of:
- Organizational Change Management: Contributes to activities that enhance the Government of Armenia’s capacity in strategic planning, communication, and program implementation. Builds the capacity of relevant agencies, institutions, and ministries to strengthen policies, regulations, and strategies related to the priority sectors (agriculture, tourism and high technology). Must have experience providing technical assistance to improve organizational design and management in public institutions;
- Export Promotion and Market Linkages: Contributes to activities focused on expanding export competitiveness through improved market alignment and strengthening sector associations, focusing on the agriculture, tourism, and high technology sectors. Builds linkages between international buyers and distributors. Must have knowledge and understanding of key barriers to export and experience conducting sector specific constraint analyses. Responsible for building businesses’ capacity to comply with international exporting standards. Provides technical assistance, training, and market linkages support to firms in Armenia. Must have knowledge and experience with market identification and development, market linkages, export promotion, value chain development, supply chain management, business development, trade policies, and promotion of investments;
- Access to Finance: Contributes to activities that mobilize financial capital and catalyze investment in the priority sectors (agriculture, tourism, and high technology). Builds capacity of local transaction advisors to facilitate financing, with a focus on small and medium enterprises (SMEs). Works within the local financial ecosystem to develop and expand debt and equity financing to SMEs. Implements activities that build SMEs’ capacity and capabilities to obtain financing. Knowledge of the current policy and regulatory constraints related to finance and investment in Armenia and recent legislative reforms is preferred;
- Sectoral Expertise: Contributes to strengthening competitiveness in key sectors, including agriculture, tourism, and high technology. Must have demonstrated experience working on increasing public-private dialogue for improving the policy and legal framework; strengthening industry associations; conducting constraints analyses, and strengthening value chains;
- Gender/ Youth: Contributes to project design and implementation to ensure active participation of women and youth in all activities. Provides technical and advisory services on women’s empowerment, gender equality, and youth inclusion. Responsible for assisting youth and women market actors in accessing market opportunities;
- Monitoring, Evaluation and Learning: Contributes to all aspects of MEL, as well as approaches to overall CLA and adaptive management. Works on a team to increase systemic improvements to break through barriers to achieve program outcomes, and ensures that work plan targets are met in a timely manner. Supports the design of the evaluation methodology and protocols for both performance and impact evaluations to support systemic improvements by providing critical information and evidence to inform problem definitions, impact measurements, and programmatic decisions at all levels;
- Finance and Operations: Supports all financial aspects of program, including procurement, budgeting, and financial reporting. Ensures strong financial management and internal controls of program funds. Serves on a team to implement proper approval procedures and ensures that contractual documentation is appropriately filed (electronically and in hard copy). Must have experience and knowledge of USAID rules and regulations.

REQUIRED QUALIFICATIONS: 
Senior-level Positions:
- Minimum education: Bachelor’s degree in a relevant field;
- Preferred education: Master’s degree in a relevant field;
- At least 8-10 years of experience in a relevant field;
- Experience leading activities on donor funded programs in similar context; USAID experienced is preferred;
- Excellent written and oral communication skills;
- Excellent knowledge of written and spoken English language.
Mid-level Positions:
- Minimum education: Bachelor’s degree in a relevant field;
- Preferred education: Master’s degree in a relevant field;
- At least 4-7 years of experience in a relevant field;
- Experience contributing to donor funded programs in similar context; USAID experienced is preferred;
- Excellent written and oral communications skills;
- Excellent knowledge of written and spoken English language.
Junior-level Positions:
- Minimum education: Bachelor’s degree in a relevant field;
- At least 0-3 years of experience in a relevant field;
- Experience contributing to international donor funded projects is preferred;
- Excellent written and oral communications skills;
- Excellent knowledge of written and spoken English language.
